Interregional groups  

Established as from February 2007, interregional groups are platforms to exchange views and create new ideas between local and regional authorities in the Member States and beyond.

The Groups have to be made up by:

  • Minimum 10 full members of the CoR
  • Including at least four national delegations or
  • A group of regions representing a cross-border cooperation

The existing interregional groups are:


  • Created in January 2013
  • Missions :
    • exchange between the CoR members, the Adriatic Ionian as well as EU and non-EU countries authorities of the eight States involved in the EU Strategy for the Adriatic and Ionian Region (EUSAIR)
    • contribute as a key player in the multi-level governance to the shaping, follow-up and implementation of the EUSAIR and of its Action Plan
    • tackle common challenges effectively and to affirm the region's identity and full potential
    • create synergies with the existing strategies of the Baltic and of the Danube regions

This interregional group is connected to a Macroregional strategy. Those provide a framework endorsed by the European Council to enhance economic, social and territorial cohesion in a specific geographical area (also: macro-regions).

Alpine Macroregion

  • Created in June 2014
  • Missions:
    • contribute according to the multi-level governance to the shaping, follow-up and the implementation of the alpine macroregional strategy and of its Action Plan
    • improve the competitiveness, ensuring the connectivity of the Alpine territory and to make the Alpine Region environmentally sustainable and attractive
    • maximize synergies and exchange of good practices with the existing macroregional strategies

Baltic sea regions

  • Created in February 2008
  • Missions:
    • reflect within the CoR the cooperation between Baltic Sea regions and to contribute to the development of these regions in the broadest sense
    • explore the impact of various EU policies, particularly as regards the economic and environmental dimension of maritime policy
    • contribute to the EU Strategy for the Baltic Sea Region (adopted in June 2009)

  • Missions:
    • enable the exchange of views and learn about the consequences of Brexit after the United Kingdom leaves the EU
    • share ideas on solutions to be put in place to support the local and regional authorities most affected and adapt the respective regional economies
    • identify shared projects which could be developed by local and regional authorities after Brexit
    • contribute to the Committee's debate with a view to obtaining an overall picture of the impact of Brexit for local and regional authorities

Cross-border Cooperation

  • Created in July 2015
  • Missions:
    • influence EU legislation by analysing CoR opinions and making sure that cross-border solutions are included
    • contribute to the discussion on the future of the cohesion policy
    • identify cross-border topics to be addressed at EU level
    • make suggestions for events of the EGTC platform, EABR, European Week of Regions and Cities

Future of the Automotive Industry

  • Missions:

    • facilitate a constructive dialogue with the European Commission and the European Parliament and thus reinforcing the work of local and regional health networks on officer level (i.e. EUREGHA, ENRICH)
    • discuss, among other things, the use of structural funds, the health work force, patient mobility, nutrition and obesity and health inequalities indicators

Insular regions

  • Created in April 2015, suspended in May 2017 and reactivated in December 2018
  • Missions:
    • tackle the common issues in order to cooperate and find development strategies in the tourist and cultural field, as well as in the industrial, agricultural, health, energy and education sectors;
    • help the implementation of the deliberations of the European Committee of the Regions and European Parliament concerning islands;
    • proactive action and cooperation in the area of migration, which affects more than ever the island lands where people flee from war and poverty are looking for a chance of survival and hope

Regions with legislative power

    • take the initiative in policy areas such as better regulation and governance
    • advance the rights of the subnational level in implementing subsidiarity 
    • offer to CoR members the professional experience and expertise of regions with legislative power
    • focus on multi-level governance in Europe and the implementation of the subsidiarity and proportionality principles
    • exchange best practice on subsidiarity monitoring mechanisms
