Green Deal Funding Alert - October 2025

This is the latest edition of the Green Deal Funding Alert, a monthly newsletter that keeps you informed about funding opportunities and initiatives that support sustainable development and the transition to climate neutrality. This month’s edition highlights three key initiatives enabling local and regional authorities to receive support for accelerating the green transition, focusing on: strengthening cohesion policy investments aligned with climate and energy objectives, enhancing citizen participation in policymaking and implementing circular economy projects.

1.  C4T GROUNDWORK - call for technical assistance

Do you need technical support to implement the Green Deal in your city or region?

The European Commission has opened the latest C4T GROUNDWORK call for technical assistance, focused on strengthening cohesion policy investments under Policy Objective 2. It is centred around sustainable energy, the environment, resource efficiency and the climate. The call targets managing authorities, intermediate bodies and other public authorities, which can receive support for project pipelines, strategies and roadmaps, governance, stakeholder engagement and capacity building for effective delivery.

2. Citizen Energy Panels – call to municipalities open

Looking for ways to tackle energy and climate challenges in your local community, while actively involving citizens?

The Citizen Energy Advisory Hub invites municipalities and local authorities to (jointly) host a Citizen Energy Panel – one-day events focused on co-developing solutions to various issues facing your community. The selected municipalities will receive technical and logistical assistance as well as on-site support from experts during the event. Collaboration between neighbouring regions is highly encouraged.

3. Advancing the circular economy in cities – C3 free advisory programmes: call for applications

Are you interested in accelerating the circular economy transition in your city?

The Circular City Centre (C3) offers a Circular City Advisory (CCA) programme and a Circular Project Advisory (CPA) programme to support cities at various stages of their circular transition, from shaping strategy, through project pipeline management, to implementation. These services are provided free of charge for municipalities and public promoters working on their behalf, with the external support of Circle Economy, Arup, ICLEI and Ecorys.
