Green Deal Funding Alert - Summer 2025

This is the latest edition of the Green Deal Funding Alert – a monthly newsletter that keeps you informed about funding opportunities and initiatives that support sustainable development and the transition to climate neutrality. This month’s edition features support available for ‘hydrogen valley’ and ‘energy community’ projects, along with two key opportunities to shape future EU policy-making, as we highlight three initiatives seeking input from stakeholders and public authorities with regard to climate adaptation, long-term planning and circular economy. 

1. Launch of Project Development Assistance (PDA) programme for hydrogen valleys 

Are you looking for tailored expert support services when it comes to the commercial, technical, regulatory and governance dimensions of advancing hydrogen valleys across the EU and countries associated to Horizon Europe? 

The ‘Clean Hydrogen Partnership’ is launching a Project Development Assistance programme to help you develop your projects, from idea to concept (PDA light) or from concept to feasibility (PDA plus).

2. European Energy Communities Facility 

Do you want support to develop a business plan for your energy community? The European Energy Communities Facility is offering lump sum grants of EUR 45 000, access to a capacity-building programme, and peer-to-peer exchanges. Interested energy communities need to submit an application to its call for proposals.   

Deadline: 30 September 2025.

3. Call for evidence on climate adaptation 

Are you interested in helping to shape future EU policies on adaptation, risk management and resilience? The European Commission is developing a new framework on climate resilience and risk management to help the EU better anticipate and manage growing climate risks – from floods to heatwaves. Stakeholders are being asked to share their views and experience with regard to overcoming key barriers and designing effective solutions. 

Deadline: 5 September 2025.

4. Survey on future-oriented policy-making – JRC & SG REFORM 

As part of their work to develop resources that promote future-oriented policy-making at all levels – national, regional, and city – the JRC and SG REFORM are collecting views on the needs, challenges and expectations related to long-term policy-making. This project gives civil servants and local authorities a unique opportunity to shape future-oriented policy-making and help embed long-term anticipatory thinking into decision-making at every level – national, regional, and local. 

Deadline: 12 September 2025.

5. Public consultation on Circular Economy Act – European Commission 

The European Commission is planning to adopt a Circular Economy Act by the end of 2026 to enhance the EU’s economic security and competitiveness, while promoting more sustainable production, circular economy business models and decarbonisation. This is your chance to give input on key issues like cutting harmful subsidies, reducing landfill use, and supporting authorities with capacity-building. 

Deadline: 6 November 2025.
