The European Commission’s proposals for the future Multiannual Financial Framework include major changes to the Common Agricultural Policy (CAP), affecting the core of this policy. CAP, together with rural development policy, is now part of the National and Regional Partnership Fund (NRP Fund) under Heading 1 of the new MFF proposal. For this reason, the Chair of the CoR NAT commission, Piotr CAŁBECKI (PL/EPP), is inviting participants to an informal multi-level dialogue. The event is intended to facilitate a thematic exchange on the potential impacts of the Commission’s proposal and to identify critical issues for the political debate ahead of the CAP negotiations between the co-legislators.
The first part of the session will focus on strategic planning in the new CAP, including the overall budget and the role of regional managing authorities. Keynote speakers and experts will provide insights on these topics, followed by interventions from policymakers and rapporteurs, and an exchange with participants to gather diverse perspectives.
The second part of the dialogue will explore the economic, environmental, and social dimensions of the new CAP, evaluating lessons from the current programming period and discussing implications for rural development, generational renewal in agriculture, and mainstreaming climate and environmental priorities. Best practices at local and regional levels will also be highlighted, alongside contributions from experts, policymakers, and rapporteurs. Each session will include interactive exchanges with participants, culminating in a concluding segment that will summarize key takeaways and outline priorities for the upcoming political debate on CAP and rural development.
