About
The Commission for the Environment, Climate Change and Energy (ENVE) is responsible for preparing and providing the necessary resources and instruments for the Committee to fully play its advisory role in the EU legislative and political process.
The ENVE Commission supports the preparation of the CoR's political messages in the fields related to the European Green Deal such as:
- Climate change
- Energy
- European Union space policies
- Biodiversity
- Circular economy
- Zero pollution
The team helps members draw up ENVE opinions and supports the political process within the Bureau and plenary sessions and is responsible for supporting follow-up and impact evaluation activities. It is responsible for organising commission meetings and external events in the relevant policy fields.
Activities
Green Deal Going Local Working Group
The ENVE Commission coordinates the Green Deal Going Local Working Group. This cross-commission initiative of the CoR aims to place cities and regions at the core of the European Green Deal, ultimately striving towards ensuring that the EU's sustainable growth strategy translates into direct funding for cities and regions and tangible projects within the EU . The ENVE Commission also feeds into the related Green Deal Going Local campaign.
Task Force 3
The ENVE Commission is in charge of coordinating Task Force 3, which supports the Green Deal Going Local Working Group. The main purpose of Task Force 3 includes providing a tool for coordination across all commissions, political groups and communication services. Task Force 3 thereby ensures consistency in the CoR's Green Deal legislative work and effective communication thereof.
Other Networks and Platforms
The ENVE Commission is also responsible for CoR activities related to the Covenant of Mayors, an initiative involving local and regional authorities in the fight for better climate and energy policies.
The ENVE Commission is engaged in the European Climate Pact, which aims to empower citizens to shape a greener Europe. CoR members are invited to join this initiative as CoR Climate Pact Ambassadors. Through the CoR 4 Climate Pact project the CoR supports the CoR Climate Pact Ambassadors in holding local climate events to raise awareness and accelerate climate action locally.
The ENVE Commission is in charge of co-managing the Zero Pollution Stakeholder Platform with the European Commission. The Platform was set up to help achieve the zero pollution ambition in dialogue with actors from different communities and areas of expertise, including local and regional authorities.
ENVE's engagement at a Global Level
At the global level, the ENVE Commission plays a leading role in CoR's involvement at UN conferences for climate change and biodiversity. The ENVE Commission is responsible for coordinating the CoR delegation to the UNFCCC's COPs. Additionally, the ENVE Commission coordinates the CoR contribution to the UN Biodiversity Conferences (CBD COPs). In this context, the CoR's co-drafting of the Edinburgh Declaration on the post-2020 global biodiversity framework is among its latest achievements that highlights the importance of multi-level governance at global level.
