COP27 did not deliver commitments on mitigation that would keep the goal of limiting global warming to 1.5 degrees within reach. Achieving the Paris Agreement goals will therefore require the active engagement of all governance levels, with subnational climate diplomacy playing a pivotal role.
In this context, COP28 and the first Global Stocktake provide an unparalleled opportunity to drive forward global climate action through the meaningful engagement of cities and regions worldwide, as subnational governments are those in charge of translating global climate goals into practical, localised actions.
Building on the Glasgow Climate Pact and call under the Sharm el-Sheikh Implementation Plan for urgent multilevel and cooperative action, the European Committee of the Regions will continue advocating for a formal role for subnational governments in global climate negotiations, more ambitious nationally determined contributions and a Global Goal on Adaptation based on resilience needs and solutions of specific localities. COP28 is an opportunity to give cities and regions the recognition they deserve as crucial actors in the fight against global warming.
