Cooperation with the Congress of Local and Regional Authorities

​​​​​​​​​​​​The CoR maintains a close cooperation with the Congress of Local and Regional Authorities of the Council of Europe​, with both institutions dedicated to the promotion and strengthening of local and regional democracy. 

Such cooperation is brought forward by annual High-Level Group meetings between the CoR and the Congress.​

​Ongoing cooperation

Both institutions continue to explore areas of mutual interest to enhance synergies and look for ways to better act in defense of shared values, highlighting the role of local and regional authorities in strengthening democracy, especially in the face of multiple current threats to the resilience of democratic systems. The CoR and the Congress have also joined efforts to support cities and regions in Ukraine, with the Congress becoming an institutional partner of the Alliance of Cities and Regions for the Reconstruction of Ukraine.​

Background

The revised cooperation agreement signed in 2018 (see related documents) is a follow up to a cooperation agreement signed between the two institutions in 2005, as well as to its formalization in 2009 with dedicated fields of interest and methods of cooperation. The revised agreement aimed to create a streamlined process of cooperation with the establishment of a High-Level Group which brings together the CoR President, the first Vice-President and the CIVEX chair, as well as the Congress President and the Presidents of the Congress's two Chambers. These meetings are organized once a year in an alternating manner between the CoR and Congress as hosts, in addition to other ongoing cooperation in relevant policy areas. The last HLG meeting took place on 29 November 2022 in Brussels.​
