Commission de l’environnement, du changement climatique et de l’énergie

La commission de l’environnement, du changement climatique et de l’énergie (ENVE) est chargée de coordonner les travaux du Comité des régions dans les domaines liés au pacte vert pour l’Europe, notamment l’environnement, la biodiversité, l’économie circulaire, l’ambition «zéro pollution», le changement climatique, l’énergie et la politique spatiale. La commission ENVE est également responsable du groupe de travail «Pacte vert — Investir l’échelon local» et d’autres réseaux et plateformes, tels que les ambassadeurs nationaux de la Convention des maires, les ambassadeurs du pacte pour le climat du CdR et la plateforme des acteurs concernés par l’ambition «zéro pollution». Au niveau international, la commission ENVE joue un rôle moteur s’agissant de la participation du CdR aux conférences des Nations unies sur le changement climatique et la biodiversité.

À propos

La commission de l’environnement, du changement climatique et de l’énergie (ENVE) est chargée de mettre en place et fournir les ressources et les instruments nécessaires pour permettre au Comité de jouer pleinement son rôle consultatif dans le processus législatif et politique de l’UE.

La commission ENVE apporte son concours à l’élaboration des messages politiques du CdR dans les domaines liés au pacte vert pour l’Europe, tels que:

  • le changement climatique;
  • l’énergie;
  • la politique spatiale de l’Union européenne;
  • la biodiversité;
  • l’économie circulaire;
  • l’objectif «zéro pollution».

L’équipe aide les membres à élaborer les avis de la commission ENVE, facilite le processus politique dans le cadre du bureau et des sessions plénières et veille au bon déroulement des activités de suivi et d’évaluation d’impact. Elle est chargée d’organiser les réunions et les manifestations hors siège de la commission ENVE dans les domaines d’action concernés.

Activités

Groupe de travail «Pacte vert — Investir l’échelon local»

La commission ENVE coordonne le groupe de travail «Pacte vert — Investir l’échelon local».Cette initiative intercommissions du CdR vise à placer les villes et les régions au cœur du pacte vert pour l’Europe, en s’efforçant en fin de compte de garantir que la stratégie de croissance durable de l’UE se traduise par des financements directs pour les villes et les régions et par des projets concrets au sein de l’UE. La commission ENVE contribue également à la campagne «Pacte vert — Investir l’échelon local» y afférente.

Task force 3

La commission ENVE est chargée de coordonner la task force 3, qui vient appuyer le groupe de travail «Pacte vert — Investir l’échelon local». La task force 3 a pour principal objectif de faciliter la coordination entre l’ensemble des commissions, des groupes politiques et des services de communication. Elle garantit ainsi une communication efficace et une cohérence dans les travaux législatifs du CdR relatifs au pacte vert.

Autres réseaux et plateformes

La commission ENVE est également responsable des activités du CdR liées à la Convention des maires, une initiative qui associe les collectivités locales et régionales aux efforts d’amélioration des politiques climatiques et énergétiques.

La commission ENVE participe au pacte européen pour le climat, qui vise à donner aux citoyens les moyens de façonner une Europe plus verte. Les membres du CdR sont invités à se joindre à cette initiative en qualité d’ambassadeurs du pacte pour le climat du CdR. Par l’intermédiaire de son projet «CoR 4 Climate Pact» («CoR4CP» ou pacte du CdR pour le climat), le CdR soutient les ambassadeurs du pacte pour le climat du Comité dans l’organisation de manifestations locales sur le climat visant à sensibiliser et à accélérer l’action pour le climat au niveau local.

La commission ENVE est en outre chargée de gérer, conjointement avec la Commission européenne, la plateforme des acteurs concernés par l’ambition «zéro pollution». Cette plateforme a été créée pour contribuer à la réalisation des objectifs «zéro pollution» par le dialogue entre des acteurs issus de communautés variées et différents domaines d’expertise, y compris les collectivités locales et régionales.

Engagement de la commission ENVE au niveau international

Au niveau international, la commission ENVE joue un rôle moteur s’agissant de la participation du CdR aux conférences des Nations unies sur le changement climatique et la biodiversité. La commission ENVE est chargée de coordonner la délégation du CdR aux conférences des parties à la Convention-cadre des Nations unies sur les changements climatiques. De plus, la commission ENVE coordonne la contribution du CdR aux conférences des parties à la Convention sur la diversité biologique. Dans ce contexte, la participation du CdR à la rédaction de la déclaration d’Édimbourg sur le cadre mondial pour l’après-2020 en matière de biodiversité constitue l’un des résultats les plus récents qu’elle ait obtenus et qui soulignent l’importance de la gouvernance à plusieurs niveaux sur la scène internationale.
