Comisión de Medio Ambiente, Cambio Climático y Energía

La Comisión de Medio Ambiente, Cambio Climático y Energía (ENVE) se encarga de coordinar el trabajo del Comité de las Regiones en ámbitos relacionados con el Pacto Verde Europeo, entre los que se cuentan el medio ambiente, la biodiversidad, la economía circular, la contaminación cero, el cambio climático, la energía y las políticas espaciales. También se ocupa del Grupo de Trabajo «El Pacto Verde se hace local» y de otras redes y plataformas, como los embajadores nacionales del Pacto de las Alcaldías, los embajadores del CDR para el Pacto por el Clima y la Plataforma de Partes Interesadas de la Contaminación Cero. En el plano mundial, desempeña un papel destacado en la participación del CDR en las conferencias de las Naciones Unidas sobre cambio climático y biodiversidad.

Acerca de la Comisión ENVE

La Comisión de Medio Ambiente, Cambio Climático y Energía (ENVE) se ocupa de preparar y proporcionar los recursos e instrumentos necesarios para que el Comité desempeñe plenamente su papel consultivo en el proceso legislativo y político de la UE.

La Comisión ENVE apoya al CDR en la preparación de mensajes políticos en ámbitos relacionados con el Pacto Verde Europeo, en particular:

  • el cambio climático;
  • la energía;
  • las políticas espaciales de la Unión Europea;
  • la biodiversidad;
  • la economía circular;
  • el objetivo de contaminación cero.

El equipo ayuda a los miembros a elaborar dictámenes de la Comisión ENVE, respalda el proceso político en el seno de la Mesa y los plenos y se encarga de apoyar las actividades de seguimiento y evaluación de impacto. Asimismo, organiza las reuniones de la Comisión ENVE y actos externos en los ámbitos políticos pertinentes.

Actividades

Grupo de trabajo «El Pacto Verde se hace local»

La Comisión ENVE coordina el Grupo de Trabajo «El Pacto Verde se hace local». Esta iniciativa transversal entre comisiones del CDR tiene por objetivo situar a las ciudades y regiones en el centro del Pacto Verde Europeo y, en última instancia, trata de garantizar que la estrategia de crecimiento sostenible de la UE se traduzca en financiación directa para las ciudades y regiones y en proyectos tangibles dentro de la UE. Asimismo, la Comisión ENVE contribuye a la correspondiente campaña «El Pacto Verde se hace local».

Grupo Operativo 3

La Comisión ENVE se encarga de coordinar el Grupo Operativo 3, que apoya al Grupo de Trabajo «El Pacto Verde se hace local». El principal objetivo del Grupo Operativo 3 consiste en facilitar la coordinación entre todas las comisiones, grupos políticos y servicios de comunicación. De este modo, garantiza una divulgación efectiva y la coherencia del trabajo legislativo del CDR en el marco del Pacto Verde.

Otras redes y plataformas

La Comisión ENVE también se ocupa de las actividades del CDR relacionadas con el Pacto de las Alcaldías, una iniciativa que promueve la participación de los entes locales y regionales en la lucha por la mejora de las políticas en materia de clima y energía.

La Comisión ENVE participa en el Pacto Europeo por el Clima, cuyo objetivo es capacitar a los ciudadanos para dar forma a una Europa más ecológica. Se invita a los miembros del CDR a sumarse a esta iniciativa como embajadores del Pacto por el Clima del CDR. A través del proyecto «Pacto por el Clima del CDR», el Comité apoya a los embajadores del Pacto en la celebración de actos locales sobre el clima destinados a impulsar la sensibilización y acelerar la acción por el clima a escala local.

Asimismo, la Comisión ENVE se encarga, conjuntamente con la Comisión Europea, de gestionar laPlataforma de Partes Interesadas de la Contaminación Cero, creada para contribuir a alcanzar el objetivo de contaminación cero mediante el diálogo con agentes de diferentes comunidades y ámbitos de experiencia, también con los entes locales y regionales.

Compromiso de la Comisión ENVE en el plano mundial

En el plano mundial la Comisión ENVE desempeña un papel destacado en la participación del CDR en las conferencias de las Naciones Unidas sobre cambio climático y biodiversidad. Se encarga de coordinar la delegación del CDR en las Conferencias de las Partes de la CMNUCC y la contribución del Comité a las Conferencias de las Partes en el Convenio sobre la Diversidad Biológica. En este contexto, el CDR participó activamente en la redacción de la Declaración de Edimburgo sobre el marco mundial para la biodiversidad posterior a 2020, uno de sus últimos logros, lo que pone de relieve la importancia de la gobernanza multinivel a escala mundial.
