Stakeholder consultation on the financial rules applicable to the general budget of the EU  


On 14 September 2016, as part of the mid-term review of the Multiannual Financial Framework (MFF), the European Commission published a proposal for a REGULATION on the financial rules applicable to the general budget of the Union, COM(2016) 605 final (Omnibus regulation).
 
This legislative proposal contributes to the two main objectives of simplification and flexibility. In a single act, the Commission is proposing an ambitious revision of the general financial rules, accompanied by changes to the sectoral rules set out in 15 legislative acts relating to multiannual programmes.
 
Local and regional authorities have repeatedly called for simpler and more flexible rules to speed up implementation of EU funds and make life easier for its beneficiaries and Management Authorities.
 
As the guardian of the interests of local and regional authorities, it is essential for the Committee of the Regions to evaluate whether the legislative proposal has taken on board the views of European Cities and Regions, as expressed in its opinions. Based on this evaluation, the CoR will suggest amendments to the legislative proposal where necessary.

In this respect, the rapporteur for the CoR opinion, Mr Michiel RIJSBERMAN (NL/ALDE), Regional Minister of the Province of Flevoland, would be pleased to meet with representatives of local and regional associations and other stakeholders for a consultation and an exchange of views on the relevant topic of this opinion.

As a preparation for the consultation meeting on 26 January 2017 please consult the relevant working document and the questions that it entails.

The rapporteur would be very keen to hear your views during the meeting. After a short introduction by the rapporteur, stakeholders will be invited to exchange views with the rapporteur. Interpretation will be provided from/to English, French and German.
