To stress the point of view of the Local and Regional Authorities regarding the proposals contained in the Legal Migration - Attracting skills and talent to the EU communications.
To formulate further suggestions to improve the proposals.
Municipal and regional authorities play a key role in identifying the needs of the labor market as well as in defining the conditions that require the implementation of safeguard procedures (labor market analysis) and migration is a key driver of city growth and contributes to making cities much more diverse;
Regional and local authorities, which have the best knowledge of the needs of local and regional labor markets, should to be involved in the process of EU's transition to a green and digital economy whichrequires specific skills and the restructuring of economies and labor markets, which in turn require additional manpower and new skills;
Implementation of mobility projects and partnerships for talent should include local authorities and regional governments

The protection and integration of Ukrainian refugees, 9 months on: how well is it going?

The EESC's Section for Employment, Social Affairs and Citizenship (SOC) held a public hearing to discuss the state of play regarding the hosting of Ukrainian refugees in the EU, nine months after the war began. The event brought together representatives from international and European institutions, think tanks and civil society organisations in order to hear different perspectives.

Russia's war in Ukraine has reverberated from Finland to Greece, with countries bordering Ukraine hosting the majority of refugees. More than 76% of local and regional authorities have been at the frontline welcoming and hosting the first wave of refugees, said Giuseppe Varacalli, member of the Committee of the Regions (CoR).

European Migration Forum

On 20. & 21.10.2022, the rapporteur and his expert participated at the European Migration Forum. Mr Varacalli was a speaker at an interactive debate concluding the forum on 21.10. Other speakers in the panel included Beate Gminder, Deputy Director-General or Migration & Home Affairs, European Commission, Michael McLoughlin, Member of the EESC Coordination Group for the European Year of Youth, Youth Work Ireland, and David Vondrácek, The Czech Presidency.

On 18.10.2022, the rapporteur opened and participated in a conference on Migrant access to healthcare: From emergency responses to sustainable solutions organised at the CoR in the framework of the Cities and Regions for Integration of Migrants network in cooperation with the European Commission (DG HOME) and Council of Europe Development Bank.

Migrant access to healthcare: From emergency responses to sustainable solutions

On 18 and 19 October 2022, the European Committee of the Regions, Council of Europe Development Bank and the European Commission organised a conference on Migrant access to healthcare: From emergency responses to sustainable solutions, elaborated in the framework of the Urban Agenda Partnership for Migrants and Refugees. The conference brought together EU policy makers, members of the European Committee of the Regions, representatives of local and regional authorities, members of the Cities and Regions for Integration of Migrants network of the European Committee of the Regions, the civil society and experts from the field from across the EU to share experiences and good practices on how to improve the access to healthcare and mental health support for migrants and refugees. Mr Varacalli was a speaker and chair of the session focusing on mental health support for migrants and refugees.

On 10.10.2022, the rapporteur and his expert held visited the European Labour Authority (ELA) in Bratislava and discussed the Legal Migration Package.

Meeting with EESC counterparts - Legal migration package

On 14.09, Mr. Giuseppe Varacalli (IT/Renew) and his expert Luisa La Colla met with counterparts from the European Economic and Social Committee to discuss the Legal migration package. Attending the meeting on behalf of EESC were the rapporteur: José Antonio MORENO DÍAZ (ES-Gr. II), co-rapporteur: Milena ANGELOVA (BG-Gr. I), Study Group President: Pietro Vittorio BARBIERI (IT-Gr.
