Duties

- Tasks and duties related to the Working conditions' sector:

• Provide  a front office function advising and assisting staff in finding the most appropriate solutions in terms of work pattern and work life balance in line with applicable rules and regulations;
• Ensure administrative and operational handling of staff requests including encoding and validation of data in the HR management tools used (Sysper);
• Maintain inter service and interinstitutional cooperation and relations;
• Provide assistance in drafting and updating regulations, information memos and staff notices on HR related topics handled in the sector as well as keeping the sector's intranet updated;
• Generate, analyse and follow up statistics;
• On an ad hoc and rotational basis, ensure a back-up function for absence management, including handling medical certificates, as well as for the secretariat of the Medical Service in case of need.

- Tasks and duties related to the Rights and Obligations' sector:

• Provide a front office function informing and assisting future parents with the different steps to follow in terms of maternity/parental leave, nurseries, childcare facilities, family allowances, etc. ;
• Establish staff members' individual rights (rights on arrival and end of service, family allowances, etc.);
• Verification of the school transport invoices from the European schools ;
• Ensure back-up function for tasks related to social actions (day nurseries, after-school centres, European Schools, affairs related to retired officials, other social affairs); 
• Provide assistance in drafting and updating reports, information memos, action plans and staff notices on equal opportunities related topics with the equal opportunities officer.

Qualifications and skills required

• Knowledge of statutory and legal provisions concerning working conditions and individual rights;
• Professional experience in HR, notably in the areas covered by the sectors;
• Good command of IT applications and tools (Outlook, Excel, Word, Sharepoint, etc.). Experience with Sysper would be an asset;
• Thorough knowledge of an official language of the EU and satisfactory knowledge of another official language of the EU. For functional reasons, an advanced knowledge of French and/or English and a good command of the other of these two working languages is required;
• Strong sense of service mindedness and sense for human contacts;
