CoR & ICLEI renew partnership on climate action and biodiversity  

​The European Committee of the Regions and ICLEI - Local Governments for Sustainability sign new Action Plan

The European Committee of the Regions (CoR) has renewed its cooperation with ICLEI - Local Governments for Sustainability. The new Action Plan, signed today by the CoR's President Karl-Heinz Lambertz and Cheryl Jones Fur from ICLEI's European Regional Executive Committee, builds on past cooperation and envisages future joint actions that enhance the role of cities and regions in areas such as reversing global warming and the better implementation of environmental laws.

The Action Plan will enhance cooperation to further promote shared goals and objectives in sustainable development, climate action, the energy transition, the green economy and resource efficiency and biological diversity at the local and regional levels. The Action Plan will reinforce synergies between the CoR and ICLEI so they can further contribute to the implementation of a number of key international processes, notably the Paris Climate Agreement and the Aichi Biodiversity Targets from the UN Convention on Biodiversity.

During the signing, President Lambertz remarked, "Renewing our cooperation is another clear sign that when it comes to tackling climate change and protecting our biodiversity, local and regional governments across the world are taking action, showing ambition and ready to cooperate. Together, with ICLEI, we will strengthen ties, share knowledge and champion the work of cities and regions in pursuit of a sustainable future." 

Signing on behalf of ICLEI, Cheryl Jones Fur, Deputy Mayor of Växjö (Sweden) and Member of the ICLEI European Regional Executive Committee, said: "Recently published international reports on climate change and biodiversity are clear. Governments must step up action now to transform our societies into inclusive and sustainable places to live. The Action Plan signed today between the European Committee of the Regions and ICLEI - Local Governments for Sustainability will support local and regional actions that contribute to the implementation of key international processes, notably the Paris Climate Agreement and the UN Convention on Biodiversity."  

         The CoR and ICLEI agreed to work together led by the following mutual objectives:

  • Provide reciprocal support, cooperate, and undertake a regular exchange on activities with regard to activities of common interest;
  • Promote, at the level of regional and local authorities, the concept of sustainable cities and territorial areas;
  • Promote the participation of regional and local authorities in activities considered as a priority by the two signatories.

    The main areas of cooperation are the following:  
  • Cooperation on integrated climate action with a view to the Paris Agreement commitments;
  • European Sustainable Cities Platform, Transformative Action Award and ESCT Conference 2020;
  • Localising the Sustainable Development Goals;
  • Cooperation on Sustainable Public Procurement, and Strategic, Circular and Innovation Procurement;
  • Circular Economy linked to the ICLEI Green Circular Cities Coalition;
  • Post-2020 biodiversity policy framework;
  • Opinions on environment, climate and energy;
  • Better implementation of environmental legislation and sustainable urban policy;
  • Dissemination of and input into relevant ICLEI projects.

In addition, joint activities are identified within the 2019-2020 biennial roadmap. Amongst them are the upcoming EU Sustainable Energy Week (June 2019), the Resilient Cities Congress and European Urban Resilience Forum in connection with the UNFCCC Talks on Climate Change in Bonn (June 2019), the conference on multilevel governance on climate action organised at the CoR (25 June) and the 24th United Nations Climate Change Pre- Conferences and Conference (COP25) to take place in Santiago de Chile next December.

The signing renews the 2017-2018 first Action Plan which launched cooperation between the European Committee of the Regions and ICLEI to support local and regional authorities in delivering sustainability on the ground whilst increasing their influence at the international level. 


ICLEI – Local Governments for Sustainability is a global network of more than 1,750 cities, towns and regions in more than 86 countries across the world and includes 12 mega-cities, 100 super-cities, 450 large cities and urban regions as well as 650 small and medium-sized cities and towns.
