Ecological transition - Which balance between social acceptability and environmental imperatives to build resilient communities from the point of view of cities and regions?

Background

We are already feeling the effects of climate change and, if left unchecked, these effects can lead to compound risks that Europe is ill prepared to cope with. Adapting and mitigating climate change, fostering biodiversity, ensuring territorial resilience to natural disasters, promoting healthy environments and a better quality of life are different aspects of a single priority, which is building a more resilient Europe.

Climate risks are context related and climate action calls for tailored solutions. Local and regional authorities know best the local and regional challenges therefore they should be equipped with the instruments to pursue the solutions that best fit the local scenario. A resilient community is able to resist, absorb and recover from the effects of climate risks and other disruptions. Achieving resilience means more than just mitigating negative effects, it means developing an atmosphere where both society and economy can prosper.

The CoR Rapporteur is Hanna ZDANOWSKA (PL/EPP), Mayor of Łódź and of the Commission for the Environment, Climate change and Energy (ENVE) of the CoR.

The rapporteur strives for the highest possible quality input and widest range of different views for her opinion and we believe your expertise can contribute to achieving this objective. In case you cannot participate in the meeting, you can share your views in a position paper related to the topic, and send it before the meeting to enve@cor.europa.eu

The rapporteur has prepared a working document that will be discussed in the ENVE meeting on 10-11 March 2022. The approval is foreseen in the ENVE meeting on 31 May 2022. Final discussion and approval of the opinion is foreseen for the plenary session of 29-30 June 2022. This stakeholder consultation will provide useful information for the rapporteur to help her in the preparation of the draft opinion.
