Duties:

In particular, the official will be responsible for:

– providing assistance to the head of unit in the management and the planning of work within the remits of the Accounting sector;
– support in ensuring intermediate management of the colleagues working in the service;
– opening the budgetary year and inscribe the budget on the different budget lines in ABAC;
– reception and registration of invoices; extend the use of electronic invoicing (E-Prior);
– proper execution of payments, collection of income and recovery of debts;
– keeping the accounts;
– closing the budgetary year;
– ensure annual closure of accounts (provisional and final accounts, reporting to the Commission, the European Court of Auditors and the Budget Authority);
– updating and developing accounting rules and methods and the accounting plan if necessary;
– validating accounting systems and, where appropriate, validating systems defined by the authorising officer and intended to provide or justify accounting information;
– implementing updates of the accounting system;
– preparing accounting notes/reports on topics linked to accounting and connected domains;
– treasury management;
– improving the financial information management reports forwarded to management by using the accounting system to the full;
– be a contact point for ABAC, the early detection and exclusion system and value added tax matters;
– keeping the contract register;
– keeping the archiving system;
– following up on developments through participation in the EU inter-institutional Accountant's network.

Qualifications and skills required:

– university degree in an area related to the field of finance and  accountancy;
– detailed knowledge of international accountancy standards;
– detailed knowledge of computer accounting systems;
– a good knowledge of ABAC, Data Warehouse, SAP Accounting and SWIFT would be an asset;
– good knowledge of the following computer software: WORD, EXCEL, Powerpoint and Business Objects;
– a good knowledge of the financial regulation for the the General budget of the EU would be desirable;
– thorough knowledge of an official language of the European Union and satisfactory knowledge of another official language of the European Union; a knowledge of other official languages of the European Union is desirable. For functional reasons, a knowledge of French or English is necessary; a knowledge of both would be an asset;
– sense of precision;
– excellent ability to organise and coordinate work of the accounting sector;
– integrity and discretion;
– ease of contact;
– aptitude for teamwork and flexibility.
