​​​​​​​​​​​​​​​​​​​Paweł Adamowicz was the long-serving Mayor of the City of Gdańsk when he was murdered in January 2019 whilst carrying out his public duties.

While working for and representing democracy at a local level, he engaged with those who too often go unheard, offered solidarity to those in need, and advocated for the diversity which makes our societies more open and richer.

The Award represents a strong signal of hope for all elected representatives, officials and ordinary citizens who, despite the risks, live to make democracy work at a local level by supporting better and more open communities.

It is a partnership between the City of Gdańsk, the European Committee of the Regions, which Mr Adamowicz was a member of, and the International Cities of Refuge Network (ICORN), which the City of Gdańsk joined under the mayorship of Mr Adamowicz.

​Adamowicz Award 2023 laureate

Associazione per l'Ambasciata della Democrazia Locale a Zavidovići (ADL) was proclaimed as the laureate of the Mayor Pawel Adamowicz Award 2023, for its assistance to thousand​​​s of refugees and in recognition of its contribution to the promotion of local democracy, non-discrimination, non-violent discourse and integration. The association, which was created during the war in Bosnia and Herzegovina, is an example of how the determination to defend human rights must involve civil society, local and international authorities and all citizens. It was founded to honour and build on the legacy of 3 pacifists from Brescia who were kidnapped and killed in 1993 while bringing humanitarian aid to Zavidovici in Bosnia and Herzegovina. Through its efforts to promote the acceptance and inclusion of "the Other", whoever they are and from whatever country they come from, the ADL invests in the development of a resilient, welcoming and inclusive community.

The MPAA jury, chaired by Patrick Molinoz, also decided to attribute a special mention to Alla Myronova, Mayor of the municipality of Inhulka in the Mykolaiv region, Ukraine, who was actively fighting for her community during the Russian occupation despite continuous danger and interrogations. Ms Myronova showed resilience and courage and stood up for her municipality against the invaders, protecting both municipal facilities and residents, and delivering humanitarian aid and food to the residents of the Inhulka municipality.

The Mayor Paweł Adamowicz Award Ceremony will take place on 19 March in Mons, in Belgium, at the 10th European Summit of Regions and Cities.

The other shortlisted nominees were (in alphabetical order):

  • Nathalie Appéré, Mayor of Rennes (France). Mayor Appéré's achievements of promoting integration, inclusivity and humanistic values extend beyond her local leadership, exemplified by her recognition as the second-best mayor in the world by the City Mayors Foundation in 2018.
  • Anna Dąbrowska, President of the Board Homo Faber Association (Stowarzyszenie Homo Faber), is a dedicated activist for refugee integration, leading the Homo Faber Association and initiating the 'Baobab' community centre in Lublin (Poland), creating a vital space in which new new and old residents can meet.
  • Federación Nacional de Asociaciones de Mujeres Gitanas Kamira, a national federation of Roma women's associations in Spain, was founded in 1999 and comprises 23 associations across eight autonomous communities. The organisation focuses on promoting freedom, solidarity, and equality of the Roma community.​

"Democracy is at stake when violence, manipulation, fake news and complotism become a daily « reality ». In that context the role of mayors should be stenghtened and protected. With this third edition, the Pawel Adamowicz award will strengthen its recognition and importance."

Adam​​owicz Award 2022 Laureate​

The municipality of Michałowo in Poland has been honoured with the Mayor Paweł Adamowicz Award for the help it has provided refugees at the border with Belarus. The award was announced at the European Solidarity Centre in Gdańsk on 13 January and was presented to the Mayor of Michałowo Marek Nazarko at the plenary session​ of the European Committee of the Regions in Brussels on 8 February. 

The award recognises the life-saving support that Michałowo and its population provided to migrants who found themselves stranded between Poland and Belarus after the Polish government in September 2021 imposed a state of emergency in response to Belarus's sponsorship of illegal migration. 

The jury also decided to give a special mention to Oleksandr Babich, Mayor of Hola Prystan in the south of Ukraine, who has been held captive since March 2022 for trying to protect his local community. 

Adamowicz Award 2021 Laureate

The first Laureate of the Mayor Paweł Adamowicz Award was Henriette Reker, the Lord Mayor of Cologne in Germany.

The Award Jury conferred the honour on Ms Reker in recognition of her extraordinary dedication and work in her city in promoting tolerance, inclusiveness, and the integration and non-discrimina​tion of citizens with migrant backgrounds, whilst fighting hate-speech and xenophobia. Amongst the many personal and professional challenges she has faced in carrying out this work, she survived a near-fatal xenophobia-motivated knife attack in October 2015.

​​Background​

Mayor Paweł Adamowicz focused his activities on fostering solidarity, the integration of migrants and minorities, dialogue with civil society, and the promotion of fundamental rights on the ground. He was first elected as Mayor of Gdańsk in 1998, and served the city in that position until his assassination on 13 January 2019.

The establishment of this Award is an homage to and recognition of everyone who works with courage and integrity against intolerance, radicalisation, hate-speech, oppression and xenophobia. Those who promote equal opportunities, social integration and fundamental rights. Those who are inspired by and carry on the legacy of Paweł Adamowicz.​​

It honours those around the world who build bridges and tear down walls, with a clear sense of responsibility for future generations – people who pave the way for societal changes in favour of the weakest, not shying away from any urgent battle for human rights and civil liberties, locally, nationally or internationally.

The Award presents Mayor Paweł Adamowicz's legacy to a wider audience, with the aim of inspiring local and regional politicians throughout Europe and beyond to build upon the work he started.
