Public consultation: Serious Cross-Border Threats to Health and strengthening the European Centre for disease prevention and control  

The European Committee of the Regions is currently working on a legislative opinion analysing the impact of two legislative proposals of the European Commission on EU's regions and cross-border links:

Proposal for a Regulation of the European Parliament and of the Council on serious cross-border threats to health and repealing Decision No 1082/2013/EU COM/2020/727 final) , and

Proposal for a Regulation of the European Parliament and of the Council amending Regulation (EC) No 851/2004 establishing a European Centre for disease prevention and control) COM/2020/726 final

Background:

On 11 November 2020 the European Commission took the first steps towards building the European Health Union announced by President von der Leyen in her State of the Union address. The Commission is putting forward a set of proposals to strengthen the EU's health security framework, and to reinforce the crisis preparedness and response role of key EU agencies.

The proposals focus on updating the existing legal framework for serious cross border threats to health, as well as reinforcing the crisis preparedness and response role of the two key EU agencies – the European Centre for Disease Prevention and Control (ECDC) and the European Medicines Agency (EMA).

The aim of the opinion is to provide the regional and local perspective on both proposals to the European Commission, the Council and the Parliament, with the ambition to contribute constructively to the legislative process by delivering information on lessons learned by EU's local and regional authorities during the COVID-19 pandemic.
