Duties:

  • Managing and coordinating the Financial Management and Translation Helpdesk Sector;
  • Contributing to the management of the unit and the Directorate;
  • Contributing to actions representing the Directorate;
  • Performing information and training actions for staff of both Committees;
  • Contributing to the Directorate's communication activities (including Intranet);
  • Contributing to the drawing up of statistics and reports for the Directorate;
  • Managing office spaces for the Directorate.

As Authorising Officer by Sub-delegation for budget lines 1420 and 2622 DICOTRAD:

  • plan the budget and assist the Authorising Officer by Delegation in distributing the resources assigned to him or her between the different departments of the Secretariat-general in the most effective manner possible;
  • monitor the budget use and consumption and report regularly to the Authorising Officer by Delegation on the implementation of activities, operations and actions. Inform the Authorising Officer by Delegation in a timely manner of any significant issue that is likely to affect the sound management of appropriations or that may prevent objectives from being achieved;
  • authorise budgetary and legal commitments, payments, estimates of amounts receivable and recovery orders in compliance with the Financial Regulation, its Rules of Application, the Internal Rules for the implementation of the budget and all other applicable rules and procedures, in order to ensure the legality and regularity of operations;
  • determine needs for purchasing supplies/goods/services/works;
  • assume responsibilities for the financial and operational aspects of calls for tenders within the relevant area of competence;
  • monitor contract implementation for both operational and financial aspects, including archiving contractual documents.

Qualifications and skills required:

  • Ability to manage and motivate a team, leading by example, to achieve a high level of efficiency.
  • Thorough knowledge of one of the languages of the European Union (EU) and a satisfactory knowledge of another official language of the EU. For functional reasons, thorough knowledge of English or French and a satisfactory knowledge of the other language is required; knowledge of other official EU languages would also be appreciated.
  • Good knowledge of IT general (Microsoft Office) and specific financial management applications (ABAC, in particular) and willingness to further develop in this area.
  • Knowledge of translation and workflow management tools is an asset.
  • Knowledge of the Financial Regulation and its implementing provisions.
  • Ability to set priorities and respect deadlines.
  • Ability to manage financial, technical and other projects.
  • Knowledge of project management methodology is an asset.
  • Very good communication skills, sense of cooperation and ability to work well in a team in an international environment.
  • High level of independence and versatility, and excellent organisational skills.
  • Strong ability to take the initiative, discretion, confidentiality.
  • A strong sense of responsibility and capacity to work well under pressure.
