Commissie Milieu, Klimaatverandering en Energie

De commissie Milieu, Klimaatverandering en Energie (ENVE) coördineert al het werk van het Comité van de Regio’s (CvdR) dat te maken heeft met de Europese Green Deal. Dat gaat bijvoorbeeld over milieu, biodiversiteit, circulaire economie, nulverontreiniging, klimaatverandering, energie en ruimtevaartbeleid. De commissie ENVE is ook verantwoordelijk voor de werkgroep Green Deal Going Local en andere netwerken en platforms zoals de nationale ambassadeurs van het Burgemeestersconvenant, de ambassadeurs van het klimaatpact van het CvdR en het Stakeholdersplatform voor een samenleving zonder verontreiniging. Op het internationale toneel laat de commissie ENVE de stem van het CvdR horen tijdens VN-conferenties over klimaatverandering en biodiversiteit.

Over ons

De commissie Milieu, Klimaatverandering en Energie (ENVE) zorgt ervoor dat het CvdR kan beschikken over de nodige middelen en instrumenten om zijn adviserende rol in het wetgevende en politieke proces van de EU zo goed mogelijk te vervullen.

De commissie ENVE helpt bij de voorbereiding van politieke boodschappen van het CvdR over alles wat te maken heeft met de Green Deal, waaronder :

  • klimaatverandering
  • energie
  • ruimtevaartbeleid van de Europese Unie
  • biodiversiteit
  • circulaire economie
  • nulverontreiniging

De medewerkers van de commissie helpen de leden om ENVE-adviezen op te stellen, ondersteunen het politieke proces tijdens de bureauvergaderingen en zittingen en zijn verantwoordelijk voor follow-up en effectbeoordeling. Ook zijn ze verantwoordelijk voor de organisatie van commissievergaderingen en externe evenementen op de betreffende beleidsterreinen.

Activiteiten

Werkgroep Green Deal Going Local

De commissie ENVE coördineert de werkgroep Green Deal Going Local.Met dit commissieoverstijgende initiatief wil het CvdR steden en regio’s een centrale rol laten spelen in de Europese Green Deal en er uiteindelijk voor zorgen dat de EU-strategie voor duurzame groei zich vertaalt in rechtstreekse financiële steun voor steden en regio’s en in concrete projecten in de EU. De commissie ENVE levert ook input voor de bijhorende campagne Green Deal Going Local.

Taskforce 3

De commissie ENVE is belast met de coördinatie van taskforce 3, die de werkgroep Green Deal Going Local ondersteunt. Taskforce 3 heeft in de eerste plaats als taak de coördinatie tussen alle commissies, fracties en communicatiediensten te vergemakkelijken. Als dusdanig zorgt taskforce 3 voor doeltreffende communicatie en samenhang in de wetgevingswerkzaamheden van het CvdR in verband met de Green Deal.

Andere netwerken en platforms

De commissie ENVE is ook bevoegd voor CvdR-activiteiten in verband met het Burgemeestersconvenant, een initiatief waarbij lokale en regionale overheden zich inzetten voor een beter klimaat- en energiebeleid.

De commissie ENVE is betrokken bij het Europees klimaatpact, dat burgers de kans wil geven om Europa te vergroenen. CvdR-leden worden uitgenodigd om zich bij dit initiatief aan te sluiten als CvdR-ambassadeurs voor het klimaatpact. Via zijn “CoR 4 Climate Pact”-project helpt het CvdR zijn ambassadeurs voor het klimaatpact bij de organisatie van lokale klimaatevenementen die bedoeld zijn om het klimaatbewustzijn te vergroten en lokale klimaatacties te vergemakkelijken.

Daarnaast is de commissie ENVE samen met de Europese Commissie verantwoordelijk voor het beheer van het Stakeholdersplatform voor een samenleving zonder verontreiniging. Doel van dat platform is de doelstelling van nulverontreiniging te helpen verwezenlijken door middel van een dialoog met actoren uit verschillende gemeenschappen en expertisegebieden, waaronder lokale en regionale overheden.

Wat doet ENVE op internationaal niveau?

Op het internationale toneel laat de commissie ENVE de stem van het CvdR horen in VN-conferenties over klimaatverandering en biodiversiteit. De commissie ENVE is verantwoordelijk voor de coördinatie van de CvdR-delegatie bij UNFCCC-COP’s. Daarnaast coördineert de commissie ENVE de bijdrage van het CvdR aan de VN-biodiversiteitsconferenties (CBD-COP’s). De bijdrage van het CvdR aan de Verklaring van Edinburgh over het mondiaal biodiversiteitskader voor de periode na 2020 is in dat verband een van zijn recentste verwezenlijkingen. Het maakt ook duidelijk hoe belangrijk meerlagig bestuur op internationaal niveau is.
