De commissie NAT bestaat uit meer dan 100 burgemeesters, raadsleden en regionale leiders en behandelt een breed scala aan onderwerpen die verband houden met plattelandsontwikkeling, gezondheid, landbouw, bosbouw, visserij, civiele bescherming, consumentenbescherming en toerisme.

De aandacht van de commissie gaat tijdens de huidige mandaatsperiode vooral uit naar de plattelandsagenda voor Europa en naar volksgezondheid.

Over de commissie NAT 

In de huidige mandaatsperiode staan twee belangrijke beleidsterreinen centraal, die beide aansluiten bij de beleidsprioriteit “Bouwen aan veerkrachtige gemeenschappen” van het CvdR:

1. Een plattelandsagenda voor Europa

Het CvdR dringt er al geruime tijd op aan dat de behoeften van landelijke gebieden worden erkend en aangepakt met een gedegen Europees beleid. Om plattelandsgebieden aantrekkelijker te maken als plaats om te wonen en te werken, moet de ontvolking worden tegengegaan, moeten plattelandsgebieden worden aangesloten op de belangrijkste vervoerscorridors van de EU, moet universele breedbanddekking worden gewaarborgd, en moet het herstel van deze gebieden worden gestimuleerd door het gemeenschappelijk landbouwbeleid (GLB), de ESI-fondsen, de herstel- en veerkrachtfaciliteit en andere relevante financieringsprogramma’s van de EU beter op elkaar af te stemmen.

De langetermijnvisie voor plattelandsgebieden die de Commissie in juni 2021 heeft gepubliceerd biedt voor het eerst een integraal kader om deze doelstellingen te bereiken. De commissie NAT zal ook de plattelandstoetsing toepassen voor dossiers die onder haar eigen bevoegdheid vallen.

Landbouw is een belangrijk beleidsterrein dat zal bijdragen tot de uitvoering van de agenda. De kwaliteit van EU-landbouwproducten is een van de belangrijkste toegevoegde waarden van het GLB en een van de grootste troeven van de EU op de internationale markten. De kwaliteitsregelingen die collectief worden gehanteerd, maken integrerend deel uit van het Europees erfgoed op cultureel, landbouw- en culinair gebied. Deze kwaliteitsregelingen horen tot een collectief patrimonium dat absoluut moet worden beschermd en ontwikkeld.

De commissie NAT houdt de tenuitvoerlegging van het nieuwe GLB op regionaal niveau nauwlettend in het oog.

Zij legt zich toe op een veerkrachtige en duurzame landbouw die de doelstellingen van de Green Deal behaalt en de Europese voedselvoorziening beter waarborgt, met name in tijden van crisis en leveringsproblemen.

2. Europese gez​ondheidsunie

Ondanks de prestaties van lokale en regionale overheden bij de bestrijding van de pandemie wordt hun rol bij het vergroten van de veerkracht van de gezondheidszorg in Europa nauwelijks onderkend. Vaccinatiecampagnes, kankerscreening, paraatheid en respons, de veerkracht van gezondheidsstelsels, informatie en voorlichting over gezondheid – dit zijn slechts enkele belangrijke punten waar regionaal beleid en regionale praktijken het verschil maken. De commissie NAT wil zich vooral sterk maken voor een meer zichtbare rol voor de regio’s in de Europese gezondheidsunie en haar pijlers.

Zij heeft de leiding wat betreft de bijdrage van het CvdR aan de Conferentie over de toekomst van Europa.

In nauwe samenwerking met het RegHub- en het Fit4Future-platform houdt de commissie NAT zich ook bezig met grensoverschrijdende samenwerking op het gebied van gezondheidszorg, hetgeen een zeer gevoelige prioriteit is, met name in tijden van crises en gezondheidsgerelateerde/humanitaire noodsituaties in sommige grensregio’s.

De commissie NAT gaat over de volgende beleidsterreinen:

1.plattelandsontwikkeling;

2.volksgezondheid;

3.landbouwbeleid en voedsel;

4.bosbouw;

5.civiele bescherming;

6.toerisme;

7.consumentenbescherming;

8.maritiem beleid – blauwe economie en visserij.
