To inspire a new dialogue for the future of the blue growth project, taking stock of the challenges ahead and the possibilities for development of the marine economy in European coastal and maritime regions;
To outline the possibilities for development of the blue economy in strategic terms and propose concrete measures where possible;
THE EUROPEAN COMMITTEE OF THE REGIONS



 calls on the European Union to make the sea a new common ambition at the heart of the process of relaunching European integration;

 calls for the next Framework Programme to have a target of 10% of projects making a significant contribution to marine and maritime research objectives;

 takes the view that Europe should also invest heavily in sectors such as renewable marine energy and marine biotechnologies, where the challenge is to attain world leadership;

 supports the Blue Careers and maritime blueprint initiatives, which seek to enhance knowledge of, and the attractiveness of, maritime vocations and to orient the traditional maritime vocations towards new opportunities;

 calls for the establishment of a European blue economy investment fund/mechanism. This fund, a maritime Juncker plan 2.0, could have two complementary intervention methods: direct financing at European level of structural and high-risk projects, and the establishment of regional investment funds;

 intends to encourage better utilisation of regional policy for the benefit of the blue economy, and to promote cross-fund activities and interregional cooperation;

 proposes that maritime affairs become the responsibility of a vice-president of the European Commission, who would be assisted by a task force and would be responsible for the preparation and cross-cutting implementation of the White Paper on "The sea at the heart of Europe".

EU Presidency event "Beyond 2020: Supporting Europe's Coastal Communities",

On 12 October 2017, CoR Rapporteur Clergeau presented the position of the European Committee of the Regions in the conference "Beyond 2020: Supporting Europe's Coastal Communities", organised by the Estonian Presidency of the Council of the European Union and the European Commission. In the session "Sea Basin Strategies, from words and processes to projects and results", he presented the vision of the Committee for the future of the maritime policy and the need to carefully consider the specific situation of cosatal communities across Europe. In his contribution Mr. Clergeau touched upon funding instruments, macro-regional and sea-basin strategies, smart specialisation strategies and the possibilities for the future MFF.

Roundtable discussion "Understanding and Meeting the Expectations of EU Member States and Regions" - Copernicus Marine Week

On 27 September, Mr Christophe Clergeau participated together with Mr. Buchanan in a round table discussion “Understanding and Meeting the Expectations of EU Member States and Regions” in the framework of the Copernicus Marine Week. The session was dedicated to the possibilities for regions to understand and use Copernicus Marine Service.

The purpose of the week is to present and openly release the major achievements of the Copernicus Marine Environment and Monitoring Service (CMEMS) in regards to the economy, societal challenges, science, EU leadership worldwide, and it is also meant to present the future prospects of CMEMS, which benefit Member States, regions, and society in general.

SEARICA conference "Ocean Literacy for All "

The European Parliament Intergroup on "Seas, Rivers, Islands and Coastal Areas" hosted a conference dedicated to ocean literacy, with the participation of SEARICA Chair Ms Gesine MEISSNER, Vice Chair Mr Serrao Santos, DG MARE Director General Joao MACHADO and CoR Rapporteur Mr Christophe Clergeau.Ms. Meissner delivered feedback from informal ministerial meeting on Blue Growth that took place in Malta on 20 April 2017, and Mr. Machado commended the work of the CoR on the regional perspective of policies and the report of Mr Clergeau in particular.
A SEARICA declaration was presented as a follow up of the ministerial meeting in Malta.

Participation Informal Ministerial meeting on Blue Economy, Valetta MT

CoR rapporteur Clergeau participates on 20 April 2017 in the Informal Ministerial Conference on Blue Growth, Ocean Governance in the EU and the Mediterranean Innovation, and Nautical Tourism, presenting the point of view of European local and regional authorities on the forum.

Meeting with MEP Isabelle THOMAS

On 02 February 2017 CoR rapporteur Christophe Clergeau met with the Member of European Parliament Ms Isabelle Thomas. Subject of the discussion was the report of Mr Clergeau "A new stage in the European policy on blue growth" and the possibilities to further develop the blue economy. Both Ms Thomas and Mr Clergeau agreed to continue to work together for better possibilities for EU coastal and maritime regions to achieve smart and sustainable growth in their marine economies and discussed further steps in this direction.

Working meeting with the Cabinet of Commissioner Vella

CoR rapporteur Clergeau met on 19 January 2017 with the Cabinet of the Member of the European Commission Mr Karmenu Vella for a discussion on the plans of the European Commission for further developmnent of the "blue" economy in Europe. He delivered feedback from regional point of view and presented the ongoing work on his own-initiative report "A new stage in the European policy on blue growth"

Meeting with Ocean Energy Europe

On 19 January Mr Clergeau met with Mr Remi Gruet, CEO Ocean Energy Europe, and Mr Jacopo Moccia, Policy Director, to discuss the challenges ahead for the ocean energy industry. One of the topics discussed was technological neutrality and the possibilities to integrate different ocean energy technologies into the energy mix.

Meeting with representatives of the Directorate General for Maritime Affairs and Fisheries, European Commission

CoR raporteur Clergeau met with representatives of the Directorate general for Maritime Affairs and Fisheries of the European Commission(DG MARE), to present his vision for the blue growth project and talk about the possibilities for improving the connection between the supranational and the subnational level, presenting some examples for projects on regional scale.
