Young Elected Politicians programme – call for applications further extended

Due to the COVID-19 out break and the extraordinary measures in place, the call deadline is now extended until 31 May 2020 and the 2020 YEP programme has been modified.

If you have already applied, you do not need to do this again.

The European Committee of the Regions has launched an annual call to select motivated young elected politicians (YEPs) for the 2020 YEP programme.  
The deadline to apply is now extended to 31 May 2020.

The extraordinary measures in place under the current COVID-19 outbreak led to modifications of the YEP programme.

Please note that all events initially planned under this call in the first semester are now moved to the European Week of Regions and Cities , taking place in Brussels from 12 to 15 October 2020.
Within the programme of the European Week of Regions and Cities,  YEPs will have a specific tailor-made programme built for each of the three themes of this call .

To apply, simply follow the link below. Select the theme you are most interested in and – very important – make sure you are available to travel to Brussels on the dates of the European Week of Regions and Cities.

This call is the only means to be selected to participate in the YEP programme.

Apply to join the 2020 YEP Programme

The YEP 2020 Programme is structured around three themes: European Cohesion Policy,  Green Deal and the Future of Europe.

Applicants are invited to select one theme of preference. They must demonstrate knowledge of and direct commitment to the subject area they are applying for.

 Applicants have to be available to travel to Brussels for the European Week of Regions and Cities, from 12 to 15 October 2020 inclusive, and must meet the following criteria :

  • hold a democratic mandate as an elected politician at regional or local level in a Member State of the European Union
  • not be older than 40 years old on the first day of the first event they will attend
  • not hold a mandate as CoR member or alternate
  • have a good level of English (as some events will take place in English only)
  • complete this application form and submit it no later than 31 May

Why should you apply?

The Young Elected Politicians Programme (YEPs) is a network of politicians aged 40 or below and holding a mandate at regional or local level in the EU. 

You will be able to:

  • exchange best practice among local and regional politicians
  • network with fellow young elected politicians from the EU and other politicians at local, national and European levels
  • understand and seize opportunities offered by the European Union for local and regional areas
  • speak for EU regions and municipalities in the European legislative process
  • raise your profile in European circles.

Outcome of applications

Candidates will be informed of the selection results by email.​​

About the YEP Programme

The Young Elected Politicians Progra​​mme (YEPs) is a network of politicians who are no older than 40 and hold a mandate at regional or local level in the EU.

The purpose of this network is to​​

  • exchange best practice among local and regional politicians

  • network with fellow young elected politicians from the EU

  • understand and seize opportunities offered by the European Union for local and regional areas

  • speak for EU regions and municipalities in the European legislative process

  • gain visibility in European ​circles.

​If you want to become part of this network, you must

  • participate in an ev​ent organised by the CoR. To receive invitations to CoR events fill in our form for expressing an interest

  • hold a democratic mandate as an elected politician at regional or local level in a Member State of the European Union

  • be no older than 40 on the first day of the event you participate in

  • not be a CoR member or alternate

  • have a good level of English (since, for organisational purposes, events will be held in English only).​​​



 Young elected politicians – How is your region or city dealing with gender equality in policy-making?

(THIS EVENT was CANCELLED due to the COVID-19 situation)

The aim of the event was to look at ways of increasing the participation of women in politics, especially at local and regional level.
The objective was to invite young elected politicians from across Europe to reflect on their own situations and discuss specific ways of improving the gender balance in politics.

Women remain significantly underrepresented in local decision-making bodies across the EU. 
The latest Gender Equality Index from the European Institute for Gender Equality (EIGE) shows that the EU still has a way to go to reach gender equality in all areas. 
According to CEMR's 2019 study on Women in politics: local and European trends, only a third of political decision-makers in Europe and around 15% of mayors are women. 
The top five EU countries in terms of the number of women on local councils are Sweden, France, Finland, Norway and Belgium.
 In April 2019, the European Committee of the Regions (CoR) published its strategy for a gender balance.

While this event was cancelled due to the COVID-19 situation, Margherita Logrillo from the European Commission's Directorate-General for Justice and Consumers presented the European Commission's Strategy for Gender Equality via a Facebook Live stream.

United 4 Climate, 3-5 december 2019, Brussel

Tijdens de CvdR-zitting in Brussel van 3-5 december 2019 vond het initiatief Young Elected Politicians United 4 Climate plaats. Op 3 december namen jonge gekozen politici deel aan drie grote interactieve workshops over resp. 

1) Hernieuwbare energie en prosumenten, 
2) Energie-efficiëntie en de circulaire economie en 
3) Koolstofarme vervoerswijzen. 

Op basis van de uitkomsten van die drie workshops zijn 8 belangrijke aanbevelingen geformuleerd over hoe klimaatactie op lokaal niveau kan worden versneld. De Local Climate Action Footprint is ter gelegenheid van het debat over de Europese Green Deal tijdens de 137e CvdR-zitting overhandigd aan voorzitter van het Europees Comité van de Regio's Karl-Heinz Lambertz en aan Frans Timmermans, als vicevoorzitter van de Europese Commissie verantwoordelijk voor de Green Deal.

Europese Week van regio's en steden, 7-10 oktober 2019, Brussel

Het CvdR lanceerde in juni 2019 een nieuwe oproep voor deelname aan de Europese Week van regio's en steden (#EURegionsWeek, 7-10 oktober 2019). In drie weken tijd kwamen meer dan 700 aanmeldingen binnen. Op basis daarvan werden ongeveer 100 uitnodigingen aan jonge gekozen politici uit heel Europa verstuurd. Het programma omvatte deelname aan belangrijke bijeenkomsten tijdens de #EURegionsWeek, discussies met prominente EU-politici, ontmoetingen met in het Europees Comité van de Regio's vertegenwoordigde fracties en vele andere netwerkmogelijkheden.

Onderstaande vijf jonge gekozen politici waren sprekers tijdens de openingssessie van de #EURegionsWeek, samen met CvdR-voorzitter Karl-Heinz Lambertz, Europees commissaris Elżbieta Bieńkowska en EP-vicevoorzitter Klára Dobrev, en hebben zo een bijdrage geleverd aan het debat over de toekomst van de EU:

- Miia Eskelinen-Fingerroos, lid van de gemeenteraad van Kuopio, Finland;
- Laura Sparavigna, lid van de gemeenteraad van Florence, Italië;
- Vincent Chauvet, burgemeester van Autun, Frankrijk;
- Kirsteen Currie, lid van de raad van Highland, Verenigd Koninkrijk;
- Radosław Swół, lid van de gemeenteraad van Mielec, Polen.

 



 

8e Europese Top van regio's en steden, 14-15 maart 2019, Boekarest

In maart 2019 heeft het CvdR 100 jonge gekozen lokale en regionale politici (YEPs) uitgenodigd om deel te nemen aan de 8e Europese Top van regio's en steden en daar te discussiëren over de toekomst van de EU en over de vraag hoe de burgers, via de lokale en regionale overheden, doeltreffender bij het Europese project kunnen worden betrokken.

De YEPs woonden een aantal sessies bij die op het programma stonden, met name:

- welkomstevenement voor jonge gekozen politici, moderator: Jennifer Baker, Brussel, België;
- Wat jonge lokale en regionale leiders van de EU verwachten - deel 1;
- Wat jonge lokale en regionale leiders van de EU verwachten - deel 2;
- EU-regio's en steden bouwen aan een duurzame toekomst.

Florence,  20 March 2020: Take part in the PES Group seminar on Workers’ Empowerment in the Green Transition

At the invitation of its Vice-President Enrico Rossi, President of the Tuscany region, the PES Group will hold a seminar on Workers’ Empowerment in the Green Transition in Florence. This event, organized in cooperation with the Foundation for European Progressive Studies, will debate about what a just transition and the European Union’s Green New Deal mean from the workers' point of view. It will also address the ways in which they can be supported and empowered through training, sustainable wages and safe working conditions.

The PES is delighted to invite a delegation of young progressive local and regional politicians to the event.

Summit of Young Elected Local and Regional Leaders

Following on from the success of its liberal Mayors Summits, the Renew Europe Group of the Committee of the Regions launched the "Summit of Young Elected Local and Regional Leaders", a platform to provide an opportunity for young liberal democrat local and regional politicians to meet and share ideas and best practice amongst themselves, and afterwards to meet with experienced local and regional politicians in a joint meeting with Renew Europe.
