draw attention to the huge potential of ocean energy to meeting the future energy needs and to achieve climate change objectives and delivering sustainable growth and green jobs at local level;
set out the local and regional level's views and seek a greater CoR involvement in the design of the Roadmap and the implementation of the new industrial initiative of which possibly will follow
address key bottlenecks (technical, environmental, financial) and make recommendations
THE EUROPEAN COMMITTEE OF THE REGIONS



- notes that the EU and its regions are currently at the forefront globally in developing the sector, and recognises that without sufficient action the EU risks losing its leadership;

- emphasises that development of the Ocean Energy sector is of interest to the whole of the EU, offering many investment and development opportunities, which are not restricted to coastal/island areas;

- asserts that, given the scale of investments required and a number of inter-linked barriers to be overcome to realise the potential of the Ocean Energy sector, coordinated actions between the different layers of governance in the EU and the engagement of the key stakeholders are essential;

- calls on the European Commission to develop the Ocean Energy Forum into an industrial platform to drive forward delivery of the key actions set out in the Ocean Energy Roadmap;

- recommends that strong consideration be given to developing an Atlantic Macro Region focused on developing Ocean Energy;

- recommends that appropriate and tailored strategies/technologies be developed for all the different sea-basins, harnessing existing experiences/development of advanced technologies for regions with less/different marine energy potential;

- reiterates its call for stronger political priority to be given to creating synergies between EU, Member State and sub-state (local and regional authority) budgets to support investments of key European importance, such as Ocean Energy; and calls on the EIB and European Commission to support investments in grid infrastructure and pre-commercial pilot phase projects;

- stresses the importance of simplifying administrative procedures for planning and consenting at LRA and national level; and the need to plan Ocean Energy development into the process of Maritime Spatial Planning.

Rapporteur's activities

Annual Conference on Ocean Energy and High Level Ministerial Summit in Dublin, Ireland. Release of the Draft Ocean Energy Strategic Roadmap on the basis of the contributions from the Ocean Energy Forum (including the CoR Rapporteur). The Rapporteur attended the conference and had informal discussions with the main stakeholders, and promoted his opinion to participants of the Ministerial Summit, including Commissioner Vella.

The European Commission published its Communication C(2015)6317 "Towards an Integrated Strategic Energy Technology (SET) Plan". The document refers to strengthening regional cooperation in the Atlantic sea board for ocean energy, to help achieve further cost reductions in this area.

Presentation of the Horizon 2020 New Work Programme 2016-2017: two separate calls were introduced for the ocean energy sector in the Blue Growth and Low Carbon Energy (LCE) chapters of the work programme (LCE 15 "Scaling up in the ocean energy sector to arrays" and LCE 16 "2nd generation of design tools for ocean energy devices and arrays development and deployment").

The Rapporteur contributed with his draft opinion to the consultation of the Ocean Energy Forum on the results of the Bilbao conference.

European Commission

The Open conference of the Ocean Energy Forum took place in Bilbao. This Forum is in charge of developing a Roadmap which will be the basis of a future industry initiative on ocean energy. Participants developed recommendations on environmental, consenting, financing and technological questions related to the development of ocean energy.

The ENVE Commission discussed and adopted the draft opinion. Ms Lowri Evans, Director General of Directorate General MARE and MEP Ms Miriam Dalli, Shadow Rapporteur of the own-initiative opinion "Untapping the potential of research and innovation in the blue economy to create jobs and growth" participated in the debate. A Press release was issued following the meeting.

The Rapporteur of the opinion, together with his expert, met with about 15 representatives of local and regional associations, and representatives of industrial and environmental stakeholders for a consultation and an exchange of views on the relevant topics of this opinion.
