The European Committee of the Regions (CoR) is preparing an Opinion on UNFCCC COP28: the role of subnational authorities in keeping climate ambition on track, led by rapporteur Rafał TRZASKOWSKI, Mayor of Warsaw and Chair of the CoR Commission for the Environment, Climate change and Energy (ENVE).

This stakeholder consultation will provide the rapporteur with useful information to support the preparation of the draft opinion. The rapporteur invites different actors to reflect on the achievements of subnational governments at COP27 and local and regional priorities towards COP28 in Dubai, United Arab Emirates.

The rapporteur has prepared a working document discussed in the ENVE commission meeting on 10 May 2023. The final discussion and approval of the draft opinion is scheduled for the ENVE commission meeting on 29 June. The opinion is expected to be approved at the CoR plenary session of 9-11 October 2023.
