Delivering climate neutrality, leaving no one behind

​​​​​​​​​​​Green Deal Going Local is a flagship initiative of the European Committee of the Regions that aims to place cities and regions at the heart of the EU's transition to climate neutrality.

Part of the 'Building Resilient Communities' priority, Green Deal Going Local is a political engagement and communications campaign launched in June 2020. It includes a political working group, composed of thirteen local and regional leaders and chaired by Rafał Trzaskowski, Mayor of Warsaw and chair of the ENVE commission of the European Committee of the Regions.​ Green Deal Going Local also comprises a set of communication and engagement tools to accelerate the green transition at the local and regional level.

Our Goals

The European Green Deal will only be achieved by empowering local and regional authorities and providing them with direct funds to deliver the priority investments that citizens need. Green Deal Going Local aims to inspire and accelerate a clean energy transition that brings a just and sustainable recovery, helping the EU to become the first climate-neutral continent in the world. The goals of Green Deal Going Local are:

  • To Empower Europe's local and regional leadersto take action on climate change.
  • To Accelerate the uptake of EU funds by local and regional authorities and increase the delivery of sustainable EU-funded projects in Europe's local communities.
  • To Showcase how EU regions, cities and villages are leading efforts to adapt to and mitigate climate change.
  • To Change and improve EU policy-making so that it gives a stronger voice to cities and regions, enabling them to be more effective in implementing the European Green Deal and ensuring the delivery of EU climate-change targets.

Green Deal Going Local is above all intended to mobilise and engage CoR members and participants in the Young Elected Politicians (YEPs) programme, to provide them with first-hand information so that they can deliver Green Deal projects locally. It also targets local and regional authorities across the EU, as well as public and private stakeholders, European and national territorial associations, community associations and NGOs willing to contribute to accelerating the transition towards climate-neutrality.

Green Deal Going Local Working Group

The Green Deal Going Local working group has three specific objectives:

1.To provide a crosscutting view on the numerous policy areas within the European Green Deal and ensure policy coherence and consistency across projects and related opinions.

2.To reinforce the institutional outreach of the European Committee of the Regions on the Green Deal in order to place cities and regions firmly on the path towards climate-neutrality.

3.To channel the challenges that local and regional authorities are facing while implementing the green transition locally and to communicate their achievements and best practices to ensure they can be replicated across the European Union.

Energy efficiency in buildings, agriculture and food systems, the circular economy, decarbonising transport, protecting forests, restoring biodiversity, clean oceans, zero-pollution, clean air, greening our cities, connecting rural areas, developing a low-carbon industry and delivering a just transition for all; these are some of the policy areas that fall within the remit of the European Green Deal, on the basis of which the European Union has committed to becoming the first carbon-neural continent in the world by 2050.

Take Action: every step counts

This is a list of ten calls to actionwe invite you to take. Green Deal Going Local is an open call to local and regional authorities across the EU to take action and help reduce greenhouse gas emissions in the EU, because it makes environmental, economic and social sense.

Climate change is a global problem that needs local solutions. Cities and regions are at the forefront of climate change. They are also at the forefront of climate solutions. Every day, local communities show their relentless efforts to mitigate the impacts of global warming and build resilience. Green Deal Going Local is also about showing what cities and regions are doing to accelerate the transition towards climate neutrality. We want to inspire others to replicate. We aim to encourage others to accelerate. Every step counts.

Green Deal Going local is structured around the following campaign activities:

  • European Green Deal debates at the institutional, national, regional and local level – debates at all levels that feed into the European Green Deal.
  • My Green Story – mapping, promoting and sharing climate commitments and actions and local and regional best practices on the European Green Deal.
  • European Green Deal: Handbook for Local and Regional Governments – a living resource hub on accessing support to develop and implement Green Deal policies and projects.
  • Trees For Life – promoting commitment and facilitating action on reforestation and urban greening, contributing to the EU's plan to plant three billion trees.
  • Green Our Mobility – promoting the EU's priorities on sustainable mobility and local and regional efforts to decarbonise the transport sector.
  • Facilitating access to funds – sharing information on financing key areas of the green transition, including webinars and conferences.
