Commissione Ambiente, cambiamenti climatici ed energia

La commissione Ambiente, cambiamenti climatici ed energia (ENVE) è responsabile del coordinamento dei lavori del Comitato europeo delle regioni (CdR) nei settori connessi al Green Deal europeo, tra cui le politiche in materia di ambiente, biodiversità, economia circolare e inquinamento zero, cambiamenti climatici, energia e spazio. La commissione ENVE è inoltre responsabile del gruppo di lavoro Green Deal a livello locale e di altre reti e piattaforme come gli ambasciatori nazionali del Patto dei sindaci, gli ambasciatori del patto per il clima del CdR e la piattaforma delle parti interessate per l'inquinamento zero. A livello mondiale, la commissione ENVE riveste un ruolo guida nella partecipazione del CdR alle conferenze dell'ONU sui cambiamenti climatici e sulla biodiversità.

A proposito della ENVE

La commissione Ambiente, cambiamenti climatici ed energia (ENVE) è responsabile della preparazione e della messa a disposizione delle risorse e degli strumenti necessari affinché il Comitato possa svolgere pienamente il suo ruolo consultivo nel processo legislativo e politico dell'UE.

La commissione ENVE coadiuva il CdR nell'elaborazione di messaggi politici in settori connessi al Green Deal europeo quali:

  • i cambiamenti climatici,
  • l'energia,
  • le politiche spaziali dell'Unione europea,
  • la biodiversità,
  • l'economia circolare,
  • l'azzeramento dell'inquinamento ("inquinamento zero").

Il team assiste i membri nell'elaborazione dei pareri della commissione ENVE e assicura il suo supporto al processo politico in relazione all'Ufficio di presidenza e alle sessioni plenarie, nonché alle attività di monitoraggio e di valutazione d'impatto. È responsabile dell'organizzazione delle riunioni della commissione ENVE, come anche degli eventi fuori sede nei settori politici pertinenti.

Attività

Gruppo di lavoro Green Deal a livello locale

La commissione ENVE coordina il gruppo di lavoro Green Deal a livello locale. Tale iniziativa, condivisa tra più commissioni del CdR, è intesa a mettere le città e le regioni al centro del Green Deal europeo e in ultima analisi a fare tutto il possibile affinché la strategia di crescita sostenibile dell'Unione si traduca in finanziamenti diretti per le città e le regioni e in progetti concreti all'interno dell'UE. La commissione ENVE contribuisce inoltre alla relativa campagna "Green Deal a livello locale".

Task force 3

La commissione ENVE è responsabile del coordinamento della task force 3, che assicura il suo supporto al gruppo di lavoro Green Deal a livello locale. L'obiettivo principale della task force 3 consiste nell'agevolare il coordinamento tra tutte le commissioni, i gruppi politici e i servizi di comunicazione, garantendo così la coerenza nei lavori legislativi del CdR sul Green Deal e una comunicazione efficace al riguardo.

Altre reti e piattaforme

La commissione ENVE è inoltre responsabile delle attività del CdR relative al Patto dei sindaci, un'iniziativa che riunisce gli enti locali e regionali che si battono per migliorare le politiche in materia di clima ed energia.

La commissione ENVE è impegnata a favore del patto europeo per il clima, che è inteso a conferire ai cittadini europei la capacità e la responsabilità di plasmare un'Europa più verde. I membri del CdR sono invitati a partecipare a questa iniziativa in qualità di ambasciatori del patto per il clima del CdR. Attraverso il progetto CoR 4 Climate Pact ("Il CdR per il patto per il clima"), il CdR sostiene tali ambasciatori nell'organizzazione a livello locale di eventi per il clima volti a creare consapevolezza e ad accelerare l'azione per il clima a livello territoriale.

La commissione ENVE è altresì responsabile della gestione congiunta, insieme con la Commissione europea, della piattaforma delle parti interessate per l'inquinamento zero. La piattaforma è stata istituita per contribuire a raggiungere i traguardi connessi all'"inquinamento zero" attraverso il dialogo con attori di diverse comunità e diversi settori di competenza, compresi gli enti locali e regionali.

Impegno della commissione ENVE a livello mondiale

A livello mondiale, la commissione ENVE svolge un ruolo guida nella partecipazione del CdR alle conferenze dell'ONU sui cambiamenti climatici e sulla biodiversità. La commissione ENVE è infatti responsabile del coordinamento della delegazione del CdR alle conferenze delle parti (COP) dell'UNFCCC e coordina il contributo del CdR alle COP sulla biodiversità (COP della CBD). Al riguardo, una delle realizzazioni più recenti è costituita dalla partecipazione del CdR all'elaborazione della dichiarazione di Edimburgo sul quadro globale sulla biodiversità per il dopo 2020, che evidenzia l'importanza della governance multilivello a livello mondiale.
