Local and regional leaders back the European Parliament call to increase EU budget for all citizens

Local and regional leaders have welcomed the adoption of the European Parliament's position on the EU long term budget 2021-2027. Increasing resources up to 1.3% of the EU27's gross national income (GNI), preserving strong cohesion and agricultural policies, as well as identifying new means to fund EU investment for citizens are top priorities of both institutions. Today's Parliament position is a solid basis for upcoming negotiations with the Council and Member States, whose unanimous agreement is compulsory for the budget to be adopted.

" The vote of the European Parliament today is good news for regions, cities and for all citizens. It is of utmost importance that the Parliament makes every effort to provide the EU with adequate means to address the challenges of the next decade. ", said the President of the European Committee of the Regions (CoR) Karl-Heinz Lambertz , stressing that: " European cities and regions urge all EU institutions to work side by side putting citizens first ensuring a timely agreement on the next EU budget, so there is long-term continuity and coherence of EU investment ".

After the presentation of the European Commission's proposals on the next EU long-term budget – the Multi-Annual Financial Framework - the CoR's rapporteurs and representatives intensified their cooperation with the Parliament's rapporteurs to ensure that the voice of Europe's local communities is taken into account in the key decisions on the EU's future.

The Committee is mobilised to avoid the proposed cuts to crucial policies such as cohesion and rural development. At the same time, local leaders are working to improve the impact of the EU in areas such as innovation, the fight against climate change, the energy transition and the integration of migrants, by increasing the involvement of local actors and supporting local initiatives.

The Committee's MFF opinion rapporteur, Nikola Dobroslavić (HR/EPP) , President of Dubrovnik-Neretva region, said that: " We warmly welcome the Parliament's vote on the EU long term budget. All institutions involved, especially the European Parliament and the Council, should now join forces and develop a real dialogue so that negotiations can be concluded in 2019 for the timely launch of the new programmes. Local and regional authorities, farmers, business, students and scientists need clarity. We must also respect the subsidiarity principle, to keep decisions as close to the citizens as possible. The EU budget can deliver successfully only if it is founded on ownership and partnership. "
