Under the theme "Together for recovery", the opening session will be the first high-level debate of the week, focusing on the transition from emergency to sustainable recovery. The opening session will run as a TV show with several VIP panelists, including European Committee of the Regions President Apostolos Tzitzikostas, European Commissioner Elisa Ferreira and European Parliament President David Sassoli. 

The Members of the European Committee of the Regions will hold a hybrid meeting for the 146th Plenary Session on 12, 13 and 14 October 2021. 

As announced in the ARLEM Newsletter Nr. 18, the European Week of Regions and Cities held jointly by the European Commission and the Committee of the Regions will include a workshop on "Funding for local and regional authorities in Mediterranean partner countries". It will take place on Tuesday, 12 October, from 2:30pm to 3:30pm. 

Strong public investment plays a central role in the European Union's COVID-19 recovery plan. Looking to turn challenge into opportunity, the majority of this investment is being channelled towards the other big challenges we face: climate change and digitalisation. Local infrastructure investment is an important delivery point of EU policy implementation. The EIB 2020 municipality survey provides important insights into investment needs, priorities and barriers. The CoR is rolling out its RegHub survey in 2021, which zooms in on planning and permitting issues. Both surveys pay close attention to the challenges of the green and digital transformations. The workshop will provide an opportunity to learn about key findings to improve transition investment.

Within the framework of the 19th European Week of Regions and Cities, the largest annual event dedicated to cohesion policy, the Council of European Municipalities and Regions – PLATFORMA in collaboration with the European Committee of the Regions, EUROCITIES, Regions4 and the OECD organizes the workshop: "Localising the SDGs – A Roadmap for Recovery". 

Regions have become more prominent in EU policy assessment and evaluation. Their input into the "Fit for Future platform", inter alia, is an essential tool. The Regional Hub network (RegHub) is a recent approach to better integrating the expertise of regional administrations. But how to ensure that the particular expertise of border regions and cross-border entities is also used? What are the latest developments in cross-border evaluations? How could RegHub also include cross-border perspectives? These questions will be discussed during the info session. 

The European Committee of the Regions (CoR) and the European Commission DG EMPL are co-organising a joint event to take place in the framework of the European Week of Regions and Cities as a side event, entitled ''What can Cities and Regions do for up and reskilling with the Pact for Skills?'', on Wednesday 14 October 2021 from 14:30 until 16:00 CET. 

Cities and municipalities are the closest democratic institutions to our citizens. Their contributions are fundamental to enhancing democracy, which includes bridging the gap between citizens and the EU institutions, while improving the quality of EU regulation and policy-making, which is implemented at the local level. The European Committee of the Regions in cooperation with Eurocities and the Council of European Municipalities and Regions, wish to discuss these elements at the event "Cities fostering democracy in the European Union", which will take place in a hybrid format on 14 October 2021 (2.30 to 5 p.m. CET), after the CoR plenary session. On 12 October, the European Committee for the Regions (CoR) will publish its second “Regional and local Barometer” report on the state of European regions and cities and the views of local politicians and citizens on the future of Europe. 

Following the European Parliament's Resolution from 25 March 2021 on the ËU Strategy for Sustainable Tourism" and in the context of the COVID19 pandemic, this event is enhancing the consultative role of the Committee of the Regions (CoR) and brings a grassroots level outstanding to European debates around resilience, sustainability, and territorial cohesion in mountain areas.  

This Citizens' Forum is hosted by the European Economic and Social Committee (EESC) and the European ​Committee of the Regions, supported by the Landtag of North Rhine-Westphalia and the European Movement Germany. Further cooperation partners of the Citizens' Forum on 18 October 2021 in the Düsseldorf state parliament are the DBB NRW Beamtenbund und Tarifunion (civil servants' association and collective bargaining union) and the non-partisan Europa-Union Deutschland with its NRW regional association as part of the nationwide citizens' dialogue series "Europe - We need to talk." 

The seventh meeting of the Commission for Sustainable Territorial Development of the Euro-Mediterranean Regional and Local Assembly (ARLEM) will take place on Tuesday 26 October 2021 in Brussels and online. After many months during which meetings were only convened in a virtual format, ARLEM Members will finally have the opportunity to meet in person under this event's hybrid mode.  

The European Commission (EC) and the European Committee of the Regions (CoR) have joined forces to organize a conference on the revision of the "Urban Waste Water Treatment Directive (UWWTD)", as a side event during the European Week of Regions and Cities, on 26 October 2021. 

The CoR is launching a call for expression of interest addressed to officials of local and regional authorities (LRAs) to participate in the European Migration Forum From pandemic to recovery: challenges and best practices in migration management . 

On 8th November 2021, the European Committee of the Regions will partner with the Regional Government of Castile-La Mancha to offer young citizens a local dialogue on the issues which matter to them in the context of the Conference on the Future of Europe.
