European Grouping of Territorial Cooperation 

​​​​​​​​The EGTC Platform integrates, through the coordination of the European Committee of the Regions, political and technical representatives of all the existing EGTCs. The Platform aims to facilitate the exchange of experiences on the ground, promoting the EGTC as a tool for territorial cohesion and giving visibility to EGTC projects while supporting the consultative works of the CoR in cross-border issues.

The European Grouping of Territorial Cooperation (EGTC) allows different Member States' public entities to come together under a new entity with a legal personality. The EGTC Regulation was established in 2006 and it gave the possibility to create the first European cooperation structures with legal personalities, defined by European law.

The European Grouping of Territorial Cooperation is governed by Regulation (EC) Nº 1082/2006, amended by Regulation (EU) No 1302/2013. The consolidated version of the regulation is available in all EU languages.

Registering an EGTC

The first step in registering an EGTC happens at the national or regional level with the relevant national or regional authorities.

Please have a look at this list for the contacts in relevant ministries in each Member State or region (regional ministries are responsible for registering EGTCs only in DE, AT and BE).

To help you prepare and register EGTCs, we have prepared a guide on registering an EGTC in all EU Member States (only in English).

To assist you in the first step you can use the following templates for the founding documents:

The second step, after registering at the national or regional level, is registering at the EU level. The EGTC Regulation requires newly established EGTCs to register with the CoR's EU EGTC Register. EGTCs modifying their membership should also declare the change to the CoR. The CoR then publishes these registrations and modifications in the Official Journal of the European Union (OJEU). This process lasts up to two weeks.

How to register new EGTCs with the CoR?

  • Fill in, sign and scan the registration form below (available in all EU languages).
  • A legal representative of the EGTC should then submit the form to egtc@cor.europa.eu along with the following documents:
  • conventions and statutes in all languages they were adopted in;
  • Formal approval of the foundation by the Member State where the EGTC is based;
  • Word version of the registration form, this will significantly speed up our work as we will need to translate it into all EU languages. You can find the form to register a new EGTC in the documents section of this page.

How to modify an existing EGTC?

  • Fill in, sign and scan the modification form below (available in all EU languages).
  • A legal representative of the EGTC should then submit the form to egtc@cor.europa.eualong with the following documents:
  • conventions and statutes in all languages they were adopted in;
  • Formal approval of the modification by the Member State where the EGTC is based;
  • Word version of the modification form, this will significantly speed up our work as we will need to translate it into all EU languages. You can find the form to modify an existing EGTC in the documents section of this page.

What happens after we have received your request for registration or modification?

The CoR will review the documents received and let you know if some documents are missing. Once your application is complete, the CoR will register your EGTC with the OJEU and inform you of the publication date. The whole process should take one to two weeks.
