The CoR Opinion calls in particular for:
sufficient funds to meet the civil protection needs at the local and regional level: national government should match these decentralised duties with adequate funding
an open data policy that permits to quote defence, security or commercial reasons to withheld information only when legitimate and strictly necessary. Commercial interests should not take precedence over public safety and wellbeing
further collaboration and investment in information systems and working with the private sector;
further studies on the role of mobile technology, the internet and social media in communicating disaster information
The CoR position on the future framework for disaster risk reduction has from the onset received significant attention from the European Commission and the UNISDR. One of its key messages: importance of public-private partnerships was at the heart of the European Business Summit, held annually in Brussels and attended by the highest level of EU politicians. The Rapporteur spoke there in the panel session featuring, amongst other, Commissioner Georgieva.

The Rapporteur has also been appointed to join the EU delegation to the 3rd World Conference on Disaster Risk Reduction in Sendai, Japan in March 2015. The meeting with new Commissioner has meanwhile been scheduled to take place on 23 January, ahead of the WCDRR, to prepare a joint position of the two institutions to Conference.

The key messages of the opinion (e.g. around the role of water treatment facilities, PPP, or involvement of the LRA in the design and implementation phase) were picked up by the European Commission's officials? and they fed into the EU position on negotiating draft. Likewise, the UN local authorities' forum - ICLEI - also recognised the importance of these strands and disseminated the CoR position amongst its members world-wide.
THE COMMITTEE OF THE REGIONS



- recognises that LRAs hold institutional and political responsibility to protect their citizens and are often the first level of governance to respond in case of emergency by providing basic services and oversight and managing disasters as they happen. LRAs are the frontline of disaster management, responsible for prevention and immediate response and rescue operations;

- calls on LRAs to fully apply open data policy and permit defence, security or commercial reasons to withheld information only when legitimate and strictly necessary. Commercial interests should not take precedence over public safety and wellbeing;

- recommends further collaboration and investment in information systems and working with the private sector (who hold significant disaster-related information) so that disaster and disaster management data can be recorded, retrieved, analysed and used to plan for and mitigate the effects of future disasters;

- recognises the increasing role of mobile technology, the internet and social media in communicating disaster information and calls for further studies to be made of best practice in the use of digital communications in disasters.

Rapporteur's activities

The Rapporteur Adam Banaszak (PL/ECR) attended a Technical workshop on Local – Urban Indicators of the Sendai Framework t Disaster Risk Reduction organised by United Nations Office for Disaster Risk (UNISDR). The UNISDR expressed their satisfaction to have local government leading on their projects relating to civil protection.

FVE Conference on "Natural Disasters and One health: Are we ready to react?"Natural disasters severely challenge the health and welfare of people, animals and the ecosystem. The Federation of Veterinarians of Europe in association with the Latvian EU Presidency and with the support of the Committee of the Regions organised a conference focusing on preparedness and management of such crises. About 90 participants actively engaged in the discussions recognising that humans, animals and the environment are interlinked and advocating the imperative of considering ‘One Health’ holistic approach as fundamental part of the whole exercise. Civil protection mechanisms should consider human and animal interactions as major factor in order to enhance preparedness and ensure successful response

Cllr Siggs represented the CoR at the event and spoke at several workshops and panels.

Meeting with Commissioner Christos StylianidesThe Commissioner and the Rapporteur spoke about the forthcoming conference in Sendai, Japan and the EU position regarding the draft Hyogo Framework for Action. Commissioner Stylianides pledged to work in close cooperation with Europe's cities and regions to promote the culture of resilience at all governance levels. Cllr Siggs reiterated Committee's commitment to assist the Commission in its efforts to build a strong European civil protection policy framework.

Cllr Siggs met Ian Clark, Head of Unit Policy and Implementation Frameworks at DG ECHO to discuss the progress in negotiations of the future HFA and to reflect jointly on the challenges of translating the Framework into national and local context. Raising awareness about the HFA, bringing it as close as possible to local communities and implementing it at all governance levels are the key areas of action for the CoR and the Commission.

Cllr Siggs attended the Southern England Local Partners’ EuropeanCongress 2014 held in conjunction with the University of Portsmouth’s Jean MonnetCentre of European Excellence, where he discussed how EU policies and funding can be used to optimise our adaptation to climate change and its disastrous consequences. He spoke about managing risks to achieve resilience through preparedness, response coordination and communications and recovery.

Speaking at the prestigious European Business Summit, attended by over 1500 participants and featuring Jeremy Rifkin, Ken Ash, Nani Beccalli-Falco, Jose Manuel Barroso, Michel Barnier, Karl de Gucht and many other, the Rapporteur argued for a better private-public cooperation in the field of DRR and called for a stronger involvement of private sector. He spoke about the role of local and regional authorities in making European cities and regions more resilient and reminded the audience just how important smart, sustainable and risk-proof urban and rural planning is. The opening panel, in which Cllr. Siggs took part consisted of 4 speakers including Commissioner Georgieva and UNISDR Director Elizabeth Longworth.

Meeting with Echno GOSPODINOV, Cabinet of Commissioner Kristalina Georgieva (Commissioner responsible for International Cooperation, Humanitarian Aid and Crisis Response). This bilateral meeting gave the Rapporteur an insight into the Cabinet's view on the successor of the Hyogo Framework for Action and was an occasion to assess the HFA strengths and weaknesses so far. The Cabinet Member, drawing on over 35 years of experience in the field of disaster response, shared also his personal views on international assistance in faces of disasters. Commitment to work closer together (EC-CoR) was made.

This meeting with the UNISDR Europe builds on the December 2013 round table, held in the NAT Commission. The Regional Coordinator spoke about the UN views on the HFA successor and complemented the Rapporteur's early draft.

Meeting with Jo DE BACKER, EU Policy and Liaison OfficerEmergency & Post-Crisis, Migration & Environment and Resettlement at the International Organisation for Migration. This bilateral exchange with OIM enabled the Rapporteur to gain additional information on migration on the eve and in the aftermath of a catastrophe. This often overlooked aspect of the DRR policies merits a thought.
