Stakeholder consultation on the Interoperable Europe Act  

​​ The digital transformation of public administrations is one of the four cardinal points of the EU Digital Compass and Member States are investing intensely in the digital transformation of their public administrations. However, while more and more services provided by the EU public sector become digital, their level of interoperability is still insufficient.

On 18 November 2022, the European Commission proposed a text for an 'Interoperable Europe Act'. Its objectives are:

  1. to ensure a consistent, human-centric EU approach to interoperability from policymaking to policy implementation;
  2. to establish an interoperability governance structure designed to enable public administrations from all levels and sectors, as well as private stakeholders, to work together – with a clear mandate to agree on shared interoperability solutions (e.g. frameworks, open specifications, open standards, applications, or guidelines);
  3. to co-create an ecosystem of interoperability solutions for the EU’s public sector, so that public administrations at all levels in the EU and other stakeholders can contribute to and re-use such solutions, innovate together and create public value.

This proposal is of significant relevance for local and regional authorities. The CoR has therefore appointed Michele País (IT/ECR), President and Member of the Regional Council of Sardinia, as rapporteur for an Opinion on the Interoperable Europe Act. Before drafting it, the rapporteur would like to gather your views and feedback on this topic.

Discussion questions and considerations during this meeting could include your input on:

  • How are you/your administration involved in the implementation of interoperability solutions/products?
  • How did you come across issues linked to interoperability of information systems when it comes to providing electronic services or providing services electronically?
  • What is the expertise of the personnel involved in addressing interoperability at local and regional level?
  • How do you/your administration exchange good practices with other actors (public/private/academia) when it comes to interoperability?
  • Does the regulation adequately address the issues you are encountering at local level?
  • The draft Regulation provides for financing of a number of actions from the general budget of the EU. However, given the number of tasks conferred to local and regional authorities (LRAs), how will these be financed? How will national central authorities ensure proper financing of LRAs?
