Relationship with the UK 

CoR-UK contact group 

​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​​The European Committee of the Regions in 2020 established a contact group for relations with representatives of UK local government and devolved administrations to ensure that political dialogue with these representatives continues after the UK's withdrawal from the EU.​

​What is​​ the aim?

  • to act as a forum for continuing dialogue and political partnership between the EU and UK local and regional authorities, a​​nd to exchange know-how, in particular on cross-border issues;
  • to provide local and regional authorities with the opportunity to discuss problems or opportunities arising from the UK's withdrawal from the EU;
  • to give representatives of UK local and regional authorities a means of discussing European Union legislation affecting them even after the United Kingdom's departure from the European Union.​

​Policy areas for consideration by the CoR-UK Contact Group:

  • The Northern Ireland peace process, through the PEACE PLUS programme
  • The movement of goods, persons and services between UK and EU
  • Cross-border cooperation, including European Groupings of Territorial Cooperation (EGTC)
  • Macro-regional strategies: an integrated development beyond the EU's borders
  • Negotiations on the future EU-UK trade relationship
  • Environment, energy, climate and the Green Deal
  • European coastal communities

​​How​​ does it operat​e?

  • The mandate of the CoR-UK Contact Group comes from the bureau of the CoR.
  • The CoR-UK Contact Group has a mandate to meet two times a year (possibly three times).
  • The tentative work programme was adopted at the Inaugural meeting of the CoR-UK Contact Group on 22 September 2020.  

Who are the membe​​​​​​​rs of the Contact Group?

  • ​The European Committee of the Regions delegation comprises 12 full members and one observer, selected to reflect political, geographical and gender balance. Full members may be replaced by alternate members.
  • The CoR-UK Contact Group is chaired by a member of the CoR, currently Loïg Chesnais-Girard (FR/PES), President of Brittany Regional Council. CoR members are listed here.
  • The UK representatives at meetings of the CoR-UK Contact Group are selected according to agreements between local government bodies and the UK's devolved parliaments, assemblies and governments.

  • Local Government Association (LGA)
  • Welsh Local Government Association (WLGA)
  • Convention of Scottish Local Authorities (COSLA)
  • Northern Ireland Local Government Association (NILGA)

UK devolved parliaments, assemblies and governments involved in the CoR-UK Contact Group:

  • Scottish Parliament and government
  • Welsh Parliament and government
  • Northern Ireland Assembly and government
  • London Assembly and the Mayor of London
  • Gibraltar Parliament

Brexit Adjustment Reserve ​

The European Council in July 2020 ​​​agreed to create a Brexit Adjustment Reserve worth €5 billion, stating: "These EUR 5 billion will be used for a new special Brexit Adjustment Reserve to be established to counter unforeseen and adverse consequences in Member States and sectors that are worst affected."

The European Commission is currently in the process of establishing the Reserve. More details will be added as they become available. ​
