Stakeholder Consultation "The potential of the rail sector in delivering EU policy priorities"  

​​The European Committee of the Regions is currently preparing an own-initiative opinion on "The potential of the rail sector in delivering EU policy priorities". Local and Regional Authorities (LRAs) have prime responsibility for designing and implementing public transport services on their territories and are also tasked with fostering greater territorial cohesion between urban and rural areas. 

In the context of the EU's commitments under the Paris Agreement in particular, ensuring increased sustainability of the transport sector will continue to be a key political focus over the years ahead and will be critical in achieving the objective of a sustainable Europe by 2030.1

With the lowest emission rates of all transport modes and its overall emissions in decline2, increased competitiveness and attractiveness of rail transport has the potential to facilitate the transition to a more sustainable transport system in the EU, as well as to support improved intra- and inter-regional cohesion while promoting growth and jobs. Focussing on the local and regional perspective, the opinion will assess the contribution of rail transport to delivering both the EU's current and future policy priorities.

The rapporteur for this opinion, Mr Pascal Mangin, Member of the Grand Est Regional Council, and his expert, Mr ​Dan Wolff, would be pleased to meet with representatives of local and regional authorities and associations as well as other stakeholders for a consultation and exchange of views on this topic. After a short introduction, stakeholders will be invited to share their experiences with the rapporteur.

Stakeholders are also invited to complete this questionnaire and return it to the COTER secretariat at the address below by 25 June. If you are unable to take part, completion of the questionnaire would be particularly appreciated. Existing positon papers of direct relevant to the subject may also be sent to us by email at coter@cor.europa.eu.

The meeting will take place in English and French, the rapporteur's language.
