8th CORLEAP annual meeting  

Eighth annual meeting of the Conference of the Regional and Local Authorities for the Eastern Partnership (CORLEAP) will be held in Kyiv, capital of Ukraine, on 24th September 2018. The meeting will be co-chaired by Markku Markkula, First Vice-President of the European Committee of the Regions (CoR) and Volodymyr Prokopiv, Head of Kyiv City Council. The meeting will deal with a number of important topics: bilateral cooperation between municipalities; local economic development; engaging the youth; dealing with disinformation, and the EU assistance to local and regional authorities (LRAs) in the countries of the Eastern Partnership (EaP).

During the opening session, contributions are envisaged from Amb. Hugues Mingarelli, Head of the EU Delegation to Ukraine; Boris Tarasyuk, EURONEST; Gunn-Marit Helgesen, Vice-President of the Congress of Local and Regional Authorities of the Council of Europe; Hennadiy Maksak, member of the EaP Civil Society Forum Steering Committee, and Sören Herbst (DE/EPP), member of the Magdeburg City Council, CoR rapporteur on EaP Deliverables.

Two reports are to be presented, discussed and adopted. The first is on "Facilitating sustainable municipal development through bilateral municipal cooperation"; rapporteur is Andris Jaunsleinis (LV/ALDE), Member of Ventspils Municipal Council. The second rapporteur is Emin Yeritsyan, President of the Union of Communities of Armenia. His report deals with "Economic cooperation and economic development at local level".

During the session on Engaging young citizens and dealing with disinformation, the results of a youth workshop dealing with disinformation are going to be presented. In an interactive, practical exercise, young participants from all six EaP countries will learn how disinformation ("fake news") campaigns are made, how to recognize and fight disinformation. During the session, CORLEAP members will select the best of four groups of participants. Such a form of engaging the youth is new for CORLEAP and may provide valuable experience for future such events.

The last session is devoted to the EU financial assistance for LRAs in EaP countries. The topic will be presented by Hans Janssen (NL/EPP), CoR rapporteur on the proposed new Neighbourhood, Development and International Cooperation Instrument, which is expected to have significant consequences for the EU cooperation with the EaP countries at local and regional level.

It is expected that Armenia will become the new co-chair of CORLEAP, taking over from the current one, Ukraine.
