Duties:

Under the supervision of the Head of unit, the main responsibilities of the Head of sector include:

  • Assuming the daily responsibility for planning, coordinating, implementing, managing and supervising the sector’s work: identifying and monitoring the sector’s objectives, ensuring proper and timely implementation of decisions and policies, ensuring quality control and checking that decisions and operations comply with official rules and procedures; dividing and coordinating the work between the team members and assuming proper follow up.
  • Assuming the daily management and supervision of the team (consisting of 4 assistants) with particular focus on the day-to-day running of the sector and its staff, fostering good internal communication and team spirit, motivating staff, stimulating a positive working environment and encouraging and monitoring performance.
  • Assuming the daily responsibility for the development, implementation, coordination, and proper follow up of the institution’s equal opportunities policy and action plans, including monitoring practices in other institutions and representing CoR Human Resources in bodies in the area of equal opportunities, such as COPEC and Intercopec.
  • Assuming the role of the institution’s ethics counsellor, advising and assisting staff in an impartial and confidential manner on questions relating to whistleblowing as well as clarifying the criteria and conditions for launching a whistle blowing procedure.
  • Drafting and updating policies, decisions and procedures relating to the remit of the sector.
  • Providing support and advice to management with regard to staff development and performance of the team.
  • Assuming the daily responsibility for proper communication of information relating to the remit of the sector including staff notices, intranet updates etc.
  • Participating in interinstitutional networks and working groups relating to the remit of the sector, including the Joint Committee dealing with matters relating to the Staff Regulations (CPQS), and ensuring relations with counterparts in other EU institutions including the EESC.
  • Following the general interinstitutional (and global) development relating to the remit of the sector and taking initiatives to update internal policies where desired in light thereof.
  • Ensuring financial and budget management linked to the responsibilities of the sector.

Knowledge, skills and competencies required:

  • Solid knowledge and experience of the sector’s areas of responsibility, in particular with regard to the provisions of the Staff Regulations relating to statutory rights and obligations.
  • Solid knowledge and experience in the field of equal opportunities.
  • Aptitude to manage teams with ability to delegate, supervise, give and receive feedback and motivate colleagues.
  • Excellent analytical skills.
  • Strong attention to detail.
  • Thorough knowledge of an official language of the European Union and satisfactory knowledge of a second official language of the European Union. For functional reasons, knowledge of French or English is required. Knowledge of other EU languages would be an advantage.
  • Good interpersonal skills and diplomacy.
  • Strong sense of initiative, professionalism and service orientation.
