​What is #RegHub?

The European Committee of the Region's (CoR) Network of Regional Hubs (RegHub) is a network of European regions and cities that evaluates the implementation of EU policies. It was launched in 2018 and currently has 36 members.

The network consists of regionally and locally based public officials ('contact points'), who collect technical feedback from stakeholders about their 'on the ground' implementation experience of existing EU policies.

RegHub gathers that information from its contact points through targeted consultations, which are translated into all EU languages. This means that stakeholders can submit their contributions in their mother tongue. The contact point then compiles the gathered information into 'implementation reports', which the CoR feeds into the various evaluations of EU policies. The network thus adds the local and regional perspective to EU policymaking and enlarges its evidence base.

 

Who can become a member of RegHub 2.0 and what is expected?

Almost two years ago, the CoR launched the pilot phase of RegHub. After a positive evaluation of RegHub's performance, the CoR is now launching the mainstreaming phase of the network (RegHub 2.0) and has published a call for new applicants to become part of it.

Every local and regional authority in the European Union can apply to be become a member of the RegHub network. It is not required that the applying local or regional authority is represented in the European Committee of the Regions.

A regional hub is expected to appoint a dedicated 'contact point' for RegHub. This contact point should be a suitable and experienced member of staff of a local or regional administration, based in the hub's territory. This contact point should have a good level of English in written and spoken language and be mandated by his/her administration to:

  • take part in RegHub meetings (be they physical or virtual);
  • take part in all RegHub consultations;
  • gather input from their stakeholders for each RegHub consultation;
  • act as contact point for relevant institutions and organisations in their territory involved in the implementation of EU policies.​​

The participating regions and cities will finance all costs related to their regional hub, with the exception of the hub's contact point's participation in physical meetings of the network. Travel expenses related to physical meetings will be reimbursed according to the applicable financial regulations.

 

Selection criteria

The selection of the members of RegHub 2.0 will be based on the following criteria:

  • the performance during the pilot phase (this only applies to current RegHub members);
  • the applicants' motivation and ability to contribute;
  • the diversity of members in terms of institutional role and legislative powers, as well as population, size, social and economic characteristics;
  • an adequate geographical balance of members across the EU.

 

Why should my region or city apply?

The regional hubs and their stakeholders have a privileged position as sources of first hand user experience for EU policy evaluations. What is more, the hubs will also be part of the RegHub subgroup of the European Commission's new Fit for Future Platform (F4F) and thus have an even bigger and direct impact on better law making.
