Czech Councillor Petr Osvald to chair the CoR commission for Territorial Cohesion Policy and EU Budget (COTER)

Local and regional politicians have elected Petr Osvald (CZ/PES), Councillor of the City of Plzeň, chair of the Commission for Territorial Cohesion Policy and EU Budget (COTER) of the European Committee of the Regions (CoR). He is thus taking on a prominent position in the political work of the CoR, the institutional representation of regions, towns and cities at European level. Spyros Spyridon (EL/EPP), Municipal Councillor of Poros, and József Ribányi (HU/EPP), Vice-President of County Council of Tolna Megye, will serve as First and Second Vice-chair.

Petr Osvald has been a member of the European Committee of the Regions (CoR) since 2006, representing the interests of local and regional authorities at European level. In this time he was active as rapporteur for a number of opinions and served the last two and a half years as Vice-chair for the COTER commission, which he will now take over from Raffaele Cattaneo (IT/EPP), President of the Lombardia Regional Council.

" My ambition as chairman is to help mobilizing regions and cities to make the EU cohesion policy as the EU's unique solidarity policy stronger than ever and place-based oriented. To that purpose, we want to initiate public and bottom-up debates and to come forward with inventive and concrete proposals through our opinions ", said Petr Osvald, Councillor of the City of Plzeň, at the occasion of his election as commission chair. " We will be the engine of the Cohesion Alliance", he added.

The European Committee of the Regions is the EU's assembly of regional and local representatives from all 28 Member States. Created in 1994 following the signing of the Maastricht Treaty, its mission is to involve regional and local authorities in the EU's decision-making process and to inform them about EU policies. The 350 members of the CoR are regional and local elected representatives, who are organised in national delegations and political groups, and draw up opinions on EU legislation in six specialised commissions.

The COTER commission coordinates and prepares the Committee's work in the areas of cohesion policy, urban policy, transport, territorial cooperation, and EU budget. In the upcoming month COTER will carefully monitor the shaping of the next EU's Multi Annual Financial Framework post 2020 to be presented by the European Commission in May 2018 and will play a key role in shaping the #CohesionAlliance . The Alliance will be launched on 9 October through cooperation between the leading territorial associations and the CoR, where like-minded regional and local politicians from across Europe join forces in favour of a strong cohesion policy in the future. The goal is to ensure that the next EU budget provides adequate resources to make it stronger, more effective and visible.

Petr Osvald will chair the COTER commission until February 2020.
