Written Stakeholders Consultation on "European Missions"  

On 29 September 2021, the European Commission published its Communication on the European Missions. The relevant CoR opinion will be drafted by Mr Markku Markkula (EPP/FI), and scheduled for adoption at the CoR plenary session of April 2022 (see the working document).​

By means of this written consultation, Mr Markkula would like to gather your comments on how to make the missions a successful instrument for European cities and regions (including all five missions: adaptation to climate change, climate-neutral and smart cities, restoring our oceans and waters, a soil deal for Europe and cancer). So, in other words, how to make this attractive, and what practicalities need to be solved.

You are kindly invited to contribute to this consultation by sending your answers to the below questions (or any other relevant comment) to sedec@cor.europa.eu by: 7 January 2022.

  • How to make the EU Missions attractive for cities and regions and the industry? With respect to that, what opportunities and issues could local & regional authorities have regarding mission implementation? 
  • How to involve relevant stakeholders (LRAs, but also: universities, research institutes, entrepreneurs etc.) in implementation at local & regional level? Do you have good practices?
  • How to boost societal innovations, societal uptake and acceptance of the missions' new, innovative approaches?
  • More concretely, how to engage citizens in the co-designing, co-creating and co-assessing of missions, to ensure a participatory and inclusive process? Do you already have good practices?
  • How to enable public sector organisations to develop their entrepreneurial mind-set and embrace necessary experimentation? The ambition level of the EU Missions is very high, so the question rises: how to increase the awareness and commitment of political leaders in all regions? Do you have good practices?
  • How could LRAs contribute to the creation of efficient regional innovation ecosystems, and what tools would they need to do so?
  • What opportunities and potential issues could you see related to the setting up of the ERA Hubs, as well as the creation of interregional partnerships & strategic alliances? What way could the piloting phase of ERA Hubs be instrumental in the EU Missions?
  • Could you make suggestions for how synergies could be created with smart specialisation strategies and other European R&I policies and strategies?
  • How could LRAs be supported to deliver on the ambitious goals of green transition? The startup phase of the EU Missions needs to be a real success in bringing something new and remarkable. Do you have ideas to secure this?
  • By what means could our regions and cities become more sustainable and resilient? How do you see the role of EU Missions compared with other EU instruments?
  • How can mission-oriented finance draw in diverse sorts of funding sources (public and private investment, including from national and regional levels etc.)?
  • Could you give concrete examples of how an effective multi-level governance approach could be employed to ensure a successful missions implementation?
Definition: With multi-level governance, we mean also multilevel inside each city and regions, i.e. top management, content experts, financing experts etc.

  • Could you propose on how the missions could be an attractive learning process for local & regional political leaders?
  • How could missions become an integral part of territorial renewal, relating especially to the green and digital transition?
  • 15.  Could you give concrete examples of how political decision-making could become more evidence-based, and research findings more efficiently employed in real life?
