The Recovery and Resilience Facility (RRF) is the keystone of the EU's recovery strategy. Its unprecedented scale makes it paramount to ensure that local and regional authorities (LRAs) are actively involved in its governance, and that its implementation reflects their needs and challenges on the ground.
In this regard, the CoR's ECON Commission is organising a
hearing on "LRAs and the Recovery and Resilience Plans"
on 22 January 2021 from 14:30 to 16:30. The first part of this hearing will consist in a presentation of the results of the targeted consultation of associations of LRAs launched with CEMR in order to assess the extent to which cities and regions are involved in the preparation of national Recovery and Resilience Plans. Eric von Breska, Director in the European Commission's Recovery and Resilience Task Force, will be the discussant.
The second part will consist in a high-level political roundtable on the first lessons learnt from the early implementation of the RRF and will feature the following speakers:
- Dragos Pîslaru, Member of the European Parliament, co-rapporteur on the RRF;
- Dario Nardella, Mayor of Florence (IT), President of Eurocities;
- Lucia Puttrich, Minister of European and Federal Affairs, Hessen (DE).
The hearing will be an opportunity to put forward recommendations to the Commission and Member States before the finalisation of the Recovery and Resilience Plans in April, and will feed into a CoR flagship initiative: the October 2021 "Recovery and Resilience Forum".
