General context

On 5 March 2020 the European Commission presented its strategy for equality between women and men in Europe.

The Strategy aims to achieve a gender-equal Europe where gender-based violence, sex discrimination and structural inequality between women and men are a thing of the past.

The Strategy also notes that this year marks the 25th anniversary of the adoption of the Beijing Declaration and Platform for Action, and also mentions the Sustainable Development Goals, SDG 5 in particular.

The SEDEC Commission will adopt the draft opinion on A Union of Equality: Gender Equality Strategy 2020-2025, with Concepción Andreu Rodríguez (ES/PES) as rapporteur, at its meeting on 9 July 2020.

The main objective of the European Committee of the Regions' opinion will be to identify the opportunities and challenges facing EU local and regional authorities as a result of the policy actions under the European Strategy.

The Strategy does not recognise or even mention the role of cities and regions as key actors in the gender equality measures: the European Committee of the Regions should consequently call for acknowledgement of local and regional governments as strategic partners in framing, implementing and monitoring the Strategy. Due to their competences, they already carry out a huge amount of work in the gender equality sphere.


Purpose of the consultation

With the aim of including a range of different positions and so enrich the opinion, encompassing the local and regional point of view and that of associations and organisations working in the field of gender equality, the rapporteur would like to ask you a number of questions in the form of a written consultation facilitated by the European Committee of the Regions.

The consultation focuses on the following questions that Ms Andreu would like you to answer in a separate e-mail to sedec@cor.europa.eu before 22 May 2020.

  • Do you consider that the European Commission's Strategy covers the main thematic priorities of EU gender equality policies over the next five years? If not, what new thematic priorities would you add?
  • What structures, means and forms of cooperation can ensure that gender is mainstreamed into all policies? Which of these do you think can be implemented by local and regional authorities? How could the European Committee of the Regions take part in this cooperation?
  • Do you think that the Strategy should be more closely linked with other thematic priorities drawn up by the current Commission, such as the Digital Agenda or the European Green Deal? How can we make sure that gender equality is a stronger factor within strategies and political processes that are key to the EU's future, including economic and budgetary policies?
  • Do you think that gender impact assessment methodologies need to be applied within the 2021-2027 MFF, the European Semester and yearly national, regional and local budgets? Do you find the indicators proposed in the Strategy to be useful and sufficient?
  • Do you believe COVID-19 will have a particular impact in gender terms (remote working and care-giving, health issues, etc.)? If so, which areas do you think will be affected?
  • Is there any particular gender-related point, measure, indicator, best practice or proposal that you consider should be highlighted?
  • What arrangements could be made for local and regional authorities to take part in planned platforms and instruments under the Strategy, such as the Task Force for Equality, the Mutual Learning Programme and the Platform of Diversity Charters?
