Inspired by the European Year of Youth 2022, the CoR trainees of Autumn 2021 travelled to rural areas to interview young people regarding their realities facing the digital gap. The plan was to raise awareness about the realities faced by rural youth, by passing the mic to these young people to share their views and reach their peers living in urban areas. As the European Commission is pushing towards more digitalisation for all sectors and (public) services, the question of equity comes into perspective. This YFactor also attempted to highlight questions about how the EU can plan for policies considering (young) people facing the digital gap and what steps need to be made to assure that every citizen will have access to online services regardless of their geographical location. The final report contains the highlights of the project and summarises all the relevant data, from EU policies on Digitalisation, Rural Areas and Youth, to the points raised by young people during the interviews and some initial conclusions. Regional and local authorities are the foundation stones of democracy in Europe and the Marseille summit marks their bid to be recognised as part of the democratic fabric of the EU. The 'Marseille Manifesto' is a call to Europe's leaders to hear the voices of the million politicians elected at regional and local level across the EU, who are committed to bring Europe closer to people.

The European Committee of the Regions Summit in Marseille on the 3-4 March 2022 with more than 2000 representatives of regional and local authorities of the European Union representing over one million mayors, local and regional elected political leaders, unanimously stand by the people of Ukraine.

This report is published on the occasion of the 9th European Summit of Regions and Cities in Marseille, France, on 3 and 4 March 2022. It presents results from more than 130 local, cross-border and EU-wide events, which the European Committee of the Regions (CoR) held in cooperation with cities, regions and non-governmental organisations in 2021 and early 2022 in the context of the Conference on the Future of Europe. The latter has provided the opportunity for citizens to interact with politicians across different levels of government and express their aspirations for Europe’s future. As the assembly of locally elected politicians, the CoR believes that if democracy is to be strengthened it is high time new models of dialogue and deliberation with citizens were established.

The High Level Group on European Democracy chaired by former President of the European Council Herman van Rompuy adopted its final report. This report will be integrated in the contribution of local and regional authorities to the Conference on the Future of Europe.

Once a year, the Secretary General of the European Committee of the Regions submits to the Plenary Assembly a report on the impact of the work of the CoR over the past calendar year. Based on the three political priorities: ‘Bringing Europe closer to its people’; ‘Building resilient communities’; and ‘Cohesion, our fundamental value’, this report is published for the first time during the January Plenary.
