Your job and responsibilities
Do you possess a good knowledge of the functioning of
the European Committee of the Regions (CoR), especially
the budget, internal control and planning and reporting
procedures? Do you like working on horizontal
coordination tasks, including liaising between business
and IT stakeholders? Are you interested in a Deputy
Head of Unit position?
The Directorate for Human Resources and Finance of the CoR
is looking for a Deputy Head of Unit to directly contribute
to the project "Tapping into the regional and local
authorities' potential to strengthen the EU", to carry out
a number of horizontal coordination tasks and to assist the
Deputy Director in the running of the Strategic use of
resources and Smart house Unit.
As Deputy Head of Unit, you coordinate various projects,
horizontal files, prepare documents and briefings in
collaboration with various internal and external
stakeholders.
You coordinate and consolidate inputs from all Units within
the Directorate on a number of horizontal topics such as
the preparation of the Directorate's contribution to the
Management plan, Annual Activity Report and the
implementation of audit recommendations. You act as
Internal Control correspondent for the Directorate.
You contribute to the digitalisation of the Directorate's
activities, supporting Business Managers and assisting
Directors in their preparation of IT governance meetings.
You represent the Directorate in various bodies linked to
document management and electronic signature and help
define specific rules for the Directorate's documents and
electronic workflows. You monitor the Directorate's
digitalisation and simplification projects.
You assist the Deputy Director in the planning and
monitoring of the Unit's activities, you directly support
other colleagues in their work and perform a quality check
of documents prepared.

Are you the talent we are looking for?

You have completed university studies;
- You possess a thorough knowledge of the Financial
Regulation, planning and reporting cycle and internal
control standards;
- You can motivate, develop and successfully lead
multicultural teams and maintain constructive relations
with all client services and stakeholders; you possess a
previous experience in managing teams of at least 3 years;
- You have excellent written communication skills;
- You have excellent analytical and synthesis skills and
organisational skills;
You are a good networker capable of establishing trustful
relationships with internal and external stakeholders;
· You show initiative and foresight, remaining equally
efficient and working to the same high standard as when
deadlines are short or there is a high workload;
You are a rigorous person, with a strong sense of
responsibility who knows how to work independently but with
team spirit, endowed with a sense of interpersonal
relationships and diplomacy as well as with integrity and
discretion;
You have a very good understanding of the political
environment of the CoR and of the European institutions;

You have a thorough knowledge of one of the official
languages of the EU and a satisfactory knowledge of another
of these languages. For functional reasons, a thorough
knowledge of English and / or French is required;
You have a good command of IT applications and tools
(Outlook, Excel, Teams, SharePoint, etc.) and a strong
interest in IT modernisation. An experience managing IT
projects would be an asset.
