NATURE OF THE DUTIES AND PROFILE

The qualified temporary agent will be responsible, under the authority of the group's President and its Secretary-General, for the political preparation of the meetings of the CoR commissions, plenary sessions, and other political initiatives and for the follow-up of the inter-institutional relations.

The main duties of the political advisor are to:

  • prepare briefings for the PES Group political coordinators;
  • provide support to PES rapporteurs and shadow-rapporteurs for the drafting of their opinions and for the elaboration of amendments and oral compromises;
  • prepare voting lists and be responsible for negotiations with the other political groups' secretariats and at administrative level;
  • facilitate bilateral contacts with the relevant counterparts in the European Parliament;
  • contribute to the organisation of events on themes of political importance for the PES Group;
  • contribute to the drafting of media briefing notes, press releases, communication campaigns, content for the web and for social media networks;
  • support the President and other CoR political leaders of the PES Group by drafting briefing notes and speeches.

ELIGIBILITY

The selection procedure is open to candidates who meet the following conditions on the closing date for applications:

A. General conditions


Under article 12(2) (a) of the CEOS, each candidate must:

  • be a national of a Member State of the European Union;
  • have fulfilled any obligations concerning statutory military service;
  • have produced the necessary character references for performance of the duties concerned (the successful candidate will be required to provide an extract from his/her police record or equivalent document before recruitment);
  • be physically fit to perform the duties linked to the post (the successful candidate will be examined by the CoR Medical Officer before recruitment).

B. Specific conditions

1. Diplomas and professional experience:

  • have completed a university education of at least three years attested by a diploma, preferably in political science, international relations or EU studies;
  •  have a minimum of a 3 year professional experience as main field of activity in the political preparation and coordination in an environment of a political nature;

2. Knowledge and competencies:

  • have a very good knowledge of the European Union's institutional structures, policies and activities;
     be able to manage multiple projects simultaneously;
  • have developed negotiation and networking skills;
  • be familiar with the objectives, values and activities of the Party of European Socialists and its member parties and organisations.

In addition, the ideal candidates will have:

  • a good knowledge of how the relevant EU policies relate to local and regional authorities;
  • experience working directly to politicians of the PES political family;
  • strong communication, presentation and negotiation skills;
  • good organisational and prioritisation skills.

3. Language skills:

A thorough knowledge of an official language of the European Union and at least a satisfactory knowledge of another official language of the Union is required. For functional reasons, a very good knowledge of English or French is required and at least a satisfactory knowledge of the other of the two languages. For candidates having English or French as their mother tongue, they will be required to sit the writing editorial tests in the other one of the two languages . 

4. IT skills:

Excellent knowledge of current office software (Word, Excel, Outlook, PowerPoint, database research).
