Interregional groups  

Established as from February 2007, interregional groups are platforms to exchange views and create new ideas between local and regional authorities in the Member States and beyond.

The Groups have to be made up by:

  • Minimum 10 full members of the CoR
  • Including at least four national delegations or
  • A group of regions representing a cross-border cooperation

The interregional groups of the CoR's current term of office are:​​

Baltic sea regions

  • Created in February 2008
  • Missions:
    • To make the Baltic Sea regions the leading innovative and people-centric macro-region by 2030;
    • To make the Baltic Sea macro-region the most sustainable forerunner in Europe;
    • To make the Baltic Sea the first plastic-free sea in the world

This interregional group is connected to a Macroregional strategy. Those provide a framework endorsed by the European Council to enhance economic, social and territorial cohesion in a specific geographical area (also: macro-regions).

Brexit

  • Missions:
    • To contribute to the Committee's debate with a view to obtaining an overall picture of the impact of Brexit for local and regional authorities;
    • To share ideas on solutions to be put in place to support the local and regional authorities most affected;
    • To identify shared projects which local and regional authorities could develop after Brexit;
    • To provide EU legal negotiators with territorial input and act as a facilitator for local and regional authorities to express their views to the EU institutions.

Carpathians

  • Created in February 2016
  • Missions:
    • Promotion of the European Committee of the Regions' opinion on the Macro-regional Strategy for the Carpathian Region;
    • Promotion, building and development of partnerships between local and regional authorities, to ensure deeper integration of Carpathian communities and to identify common aims and undertakings;
    • Mobilise the governments of the Carpathian states to take the initiative to create a Macro-regional Strategy for the Carpathian Region by making a formal application to the European Council;
    • To organise debates, actions and projects with representatives of local authorities of the two non-EU countries sharing the Carpathian arc (Serbia and Ukraine), with the aim of including them in a future "macro-regional strategy for the Carpathian area", their cooperation being closely linked to development and security objectives of the European Union;
    • Supporting the dialogue with the stakeholders of the Danube Strategy in order to develop complementarity of actions undertaken in the framework of the Danube Strategy and the Macro-regional Strategy for the Carpathian Region;
    • To ensure a coordination mechanism between CoR members of the Carpathian region in order to guarantee a joint approach within the competent bodies of the CoR to common concerns related to EU policies;
    • Taking actions aimed at ensuring the EU's accession to the Carpathian Convention as a Party.
    • To intensify lobbying related to the Carpathian region at EU level in order to encourage political engagement and make the macro-regional strategy a priority;

Cross-border Cooperation

  • Created in July 2015
  • Missions:
    • To exchange views and experiences: The group will serve as a platform for exchanging views, experiences and good practices of promoting cross-border cooperation between CoR members representing border regions (evaluation of implementation of cross-border cooperation programmes, definition of main challenges, etc.);
    • To influence: Given the above-mentioned pool of knowledge, the group will analyse CoR opinions and identify those with cross-border relevance and make sure that cross-border solutions are included. For this purpose, it will work closely with the rapporteurs and also formulate potential amendments according to the real needs of border regions. It will also contribute to the discussion on the role of cohesion policy to make sure that CBC is still an integral and important part of it;
    • To take initiative: The group will identify cross-border topics to be addressed at the EU level. It will make suggestions for events of the EGTC platform, AEBR, Open Days and eventually its own conferences or seminars;
    • To foster dialogue: The group will serve as communication platform that will facilitate dialogue with the Commission (especially DG REGIO), WG at the European Parliament, European associations and other stakeholders (e.g. AEBR and MOT).

Future of the Automotive Industry

  • Created in 2009
  • Missions:
    • To exchange experiences among the territories about different issues concerning the automotive sector and the future of mobility (e.g. automated driving, sustainable transport fuels, skills, industrial policy, infrastructure, development of regions with automotive or supply industry);
    • To contact, and exchange views and best practices with the European Institutions and other stakeholders;
    • To foster contacts among automotive and mobility clusters, regions and cities.

Health​

  • Created in November 2010
  • Missions:
    • To promote an understanding of how all sectors, affect the health of citizens and communities, and that, subsequently, a multi-level governance approach is needed to improve and sustain health and wellbeing across Europe;
    • To share ideas and knowledge on the effective investments to be made in order to support resilient health systems and improve the health of society. This should emphasise the role of local and regional governments, and the implementation of the European Structural and Investments Funds, in particular;
    • To exchange experiences on current challenges in relation to implementing health system reforms in a climate of limited resources and rising demand;
    • To enable discussions on local policy initiatives to build cohesive and sustainable communities that promote and enable healthy behaviours;
    • To pay close attention to vulnerable groups in society, including those with disabilities, and address mental health equally with physical health, by mainstreaming a health equity perspective throughout the group's work;
    • To inform CoR members of the latest research and innovative practice in relation to tackling the major chronic diseases and multi-morbidities in an ageing population;

Insular regions

  • Created in April 2015, suspended in May 2017 and reactivated in December 2018
  • Missions:
    • Drafting and approval of a white paper on the third paragraph of Article 174 of the consolidated law on islands;
    • Strengthening the territorial dimension by ensuring equal development opportunities for islands;
    • Placing issues of insularity and territorial discontinuity at the heart of European transport policy;
    • Providing Europe with an investment policy that includes specific measures and instruments for island governments;
    • Amending the existing rules on regional state aid so as to harmonise the rules on European island territories;
    • Providing measures to compensate for the specific vulnerability of island territories to the effects of climate change;
    • Encouraging the transition of islands to a circular economy model;
    • Improving the competitiveness of island entrepreneurship;
    • Strengthening European tools for territorial analysis by creating an insular statistical category;
    • Setting up specific bodies responsible for island issues within the European context.
