Future of Europe: European Committee of the Regions to participate in EU Subsidiarity and Proportionality Task Force  

The President of the European Committee of the Regions (CoR), Karl-Heinz Lambertz, has welcomed the launch of a Task Force on Subsidiarity and Proportionality by President Juncker which will include three CoR members, together with three members from national Parliaments and three from the European Parliament.

" The first principle which must guide the EU is taking decisions at the right level of government. This is an essential condition for the European project to successfully progress and win back the heart of citizens. Compliance with subsidiarity allows power to be exercised at the closest level to citizens, and the European Committee of the Regions acts as the guarantor of this principle. The role and expertise of local and regional authorities on the scrutiny of the EU legislation is vital and must be harnessed. This is why we warmly welcome the European Commission's decision to include three of our members in the new Task Force on Subsidiarity and Proportionality ", said President Lambertz.

Chaired by the European Commission's First Vice-President, Frans Timmermans, the Task Force on Subsidiarity, Proportionality and "Doing Less More Efficiently " will begin work on 1 January next year and set out recommendations to better apply the principles of subsidiarity and proportionality; to better involve regional and local authorities in EU policy-making and delivery; and identify policy areas where work could be re-delegated or returned to Member States.

To ensure subsidiary is respected when enacting EU law, the CoR set up the Subsidiarity Monitoring Network , which includes a large number of regional and national parliaments of the European Union. On 4 December later this year, the CoR will also co-organise the 8th Subsidiarity Conference with the Austrian Federal Council in Vienna, to debate the role of regional parliaments in the subsidiarity monitoring and Early Warning Systems. It will be used as an opportunity to discuss the recent developments related to this new structure. The names of the three CoR members participating to the Task Force will be announced on the occasion of this conference.
