The role of sport as a tool for promoting growth, social inclusion and solidarity in European regions  

​Without Cohesion, there is no Union. Cohesion policy is the DNA of the European Union. Strengthening economic, social and territorial cohesion is a challenge for regions and cities but not only. This is why a sport association like UEFA joined the #CohesionAlliance on 20 March 2018 with other stakeholders from the civil society, the economic sector or elected people all over Europe. Sports produce a multitude of benefits to the society and make an important contribution to the achievement of the strategic objectives of the EU’s cohesion policy and the Sustainable Development Goals.

Sport is not a marginal sector, but rather an important area for EU investment, as alongside competitive activities, the definition of sport nowadays also fully encompasses the areas of motor activity and physical activity. These activities are useful not only in terms of increasing sporting activity itself, but also in promoting health and the adoption of a healthy lifestyle.

Sport initiatives and small-scale sport infrastructures can have an important impact for growth, social inclusion and solidarity in EU regions. A better use of European Structural and Investment Funds (“ESIF”) is key in this regard to exploiting the potential of sport, particularly in terms of economic development, social inclusion and public health.  ESIF can be complemented by other public funding programmes at EU level.

Against this background, the CoR and UEFA are organising an EU funding workshop on 28 November 2018 at the CoR headquarters.  The event will focus on the use of ESIF in relation to sport initiatives and small-scale public sports infrastructures as well as other funding programmes relevant to football for promoting integration, social inclusion and public health. It is also intended to discuss ways to improve synergies between ESIF and UEFA funding instruments at both local and regional level.

At the end of the workshop, a joint CoR-UEFA declaration will be presented on the role of sport initiatives and small-sports infrastructures as a tool for regional development and their positive impact on economic/social development, healthy lifestyles, urban development, tourism etc.
