To provide feedback to the work of the European Commission on Ocean Governance from the point of view of the European local and regional authorities
to defend the interest of coastal communities
THE EUROPEAN COMMITTEE OF THE REGIONS



- welcomes the Joint Communication on Ocean Governance and supports the proposed actions to ensure safe, secure, clean and sustainably managed oceans;

- insists, in line with the "Better Regulation" agenda that it is necessary to conduct prior impact assessments, including territorial impacts, to define the possible threats from all sectors, possible mitigation measures and expected socio-economic consequences before introducing new legislation;

- believes that ocean governance affects local and regional authorities in a very asymmetric way, presenting challenges that very often they are not equipped to meet;

- welcomes the European Commission's initiative to fight ocean pollution and marine litter in particular; EU and Member States can lead the way by introducing a joint plan for the eventual removal of harmful substances at sea such as munitions, chemicals and nuclear materials;

- requests, in line with the existing Inter-Institutional Agreement, that a Structured Dialogue on Ocean Governance be regularly co-organised by the Commission, Council, Parliament and CoR to jointly develop new marine-related policy initiatives.

Roundtable discussion “Understanding and Meeting the Expectations of EU Member States and Regions” - Copernicus Marine Week

On 27 September, Mr Buchanan participated together with Mr. Christophe Clergeau in a round table discussion “Understanding and Meeting the Expectations of EU Member States and Regions” in the framework of the Copernicus Marine Week. The session was dedicated to the possibilities for regions to understand and use Copernicus Marine Service.

The purpose of the week is to present and openly release the major achievements of the Copernicus Marine Environment and Monitoring Service (CMEMS) in regards to the economy, societal challenges, science, EU leadership worldwide, and it is also meant to present the future prospects of CMEMS, which benefit Member States, regions, and society in general.

Meeting with European Parliament's Rapporteur on International Ocean Governance Jose Ignacio Faria

On 11 July 2017 Mr Buchanan met with EP's Rapporteur on International Ocean Governance Jose Ignacio Faria and his team. The main point of the discussion was the impact of discussed IOG measures on EU's local and regional authorities and how they can plan and build their local economies around those measures in a sustainable way.

CoR conference on Sustainable Fisheries in the Black Sea

Building on the committment of the CoR NAT Commission to promoting sustainable governance of ocean resources, CoR members participated in a policy event on sustainable fisheries in the Black Sea, Chaired by CoR Rapporteur Buchanan.

The Black Sea region is a great example for the need of sustainable governance of ocean resources in the contect of shared stocks with non-EU countries.
