23rd NAT commission meeting and conference  

The external meeting and conference of the Committee of the Regions' Commission for Natural Resources in Gozo, Malta take place on invitation of the Mayor of Victoria and president of the Gozo region Mr. Samuel Azzopardi and is organized with the support of the Local Councils association of Malta on 28 and 29 March 2019.

The following opinions will be discussed:

 Cross-border dimension in disaster risk reduction (DRR)

This opinion looks at ways to promote, enhance and strengthen the disaster prevention, resilience and response actions in cross-border regions calling for closer cross-border cooperation in disaster risk reduction efforts. It highlights positive examples and existing best practices that could be followed and developed, and makes suggestions for stepping up joint planning, training and emergency responses among cross-border regions.

 A new European agenda to speed up the development of maritime industries

This opinion aims at a common European agenda for the development of maritime industries. Currently Europe still enjoys competitive advantage in high-technology marine applications. However, competitive pressure from third countries and increasing implementation of protectionist measures around the globe threaten their existence in the middle to long term. The opinion looks into possible policy measures and joint actions to boost maritime industries which are of great value for coastal and maritime communities.

 Towards a comprehensive EU framework on endocrine disruptors

This opinion responds to the European Commission's communication on the same topic. It highlights the general lack of awareness about endocrine disruptors and calls for more research and information sharing. It calls for a ban on bisphenols and phthalates in food contact materials. Finally, it clearly states that health of this and future generations is of utmost importance and cannot be endangered by the use of toxic substances, altering the way our hormones work, and making us obese, intellectually impaired and infertile.

 Active and Healthy Ageing

This opinion looks to influence the future College's thinking about active and healthy ageing policies. Drawing on achievements of the European Innovation Partnership and the opportunities highlighted by the Silver Economy report, the CoR argues that the demographic change offers a chance to stimulate research; to boost e-solutions development and deployment; to change our health and social care paradigms and to extend our active, healthy social and professional lives.

 Agropastoralism

This opinion proposes that CAP support is redirected towards agropastoralism and extensive livestock activities, and that new measures are put in place to improve coexistence with large carnivores. Maintaining pastoralism is vital for farming across the EU in order to keep rural areas alive, and so for meeting the Lisbon Treaty objective of territorial cohesion. Shifting agricultural practice towards more extensive livestock systems is also necessary if our environmental and climate objectives are to be met. The survival of pastoralism is under threat from a range of difficulties: those arising from the economic context, competition for land, difficulties in handing on know-how, environmental constraints on the organisation of grazing, competition with other users of pasture, in particular for leisure purposes, and lastly the threat posed by large carnivores to livestock.

 

NAT conference on "Sustainable Development of the Blue Economy"

The objective for this conference is to provide an overview of the situation on the ground for decision-makers and give coastal communities a voice on European level on topics that are of particular importance to them. The event takes a slightly differentiated approach regarding the two thematic panels (Panel One - Blue economy on regional scale and interregional cooperation and Panel Two - The Western Mediterranean model: success stories). The discussion in the first thematic panel will concentrate on the possibilities for development of the blue economy in general and of maritime industries in particular through interregional and cross-border cooperation. The second thematic panel will focus on the Western Mediterranean: on good practices from the region, showcasing different possibilities implementing policies and projects at local and regional level.
