After more than 2 years and a half since the launch of the Green Deal, having gone through the COVID crisis and being in the middle of energy and geopolitical crises, it is urgent to reflect on how the Green Deal works on the ground, ensure synergies between the policies, and on what is needed to ensure its the long-term success.

Observing some key missing elements of dysfunctions on the ground, the Committee of the Regions is preparing an Opinion on "Towards a multilevel Green Deal governance: the revision of the Governance of the Energy Union and Climate Action Regulation", led by rapporteur Joško KLISOVIĆ, President of the Assembly, city of Zagreb and member of the Commission for the Environment, Climate change and Energy (ENVE) of the CoR.

The opinion will present concrete proposals for a Green Deal 2.0 and renewed governance, in particular with a view to the revision of the Regulation on the Governance of the Energy Union and Climate Action. It will explore the challenges and levers for the successful implementation of Green Deal policies on the ground (vertical integration), with a particular focus on multi-level governance processes and the role and means dedicated to local and regional authorities. From a horizontal integration perspective, the opinion also focuses on the importance of synergies between the Green Deal and the EU's economic, social, and sustainable development policies. This will also illustrate the human dimension of the Green Deal.

The rapporteur will present a working document during the ENVE commission meeting on 29 June 2023. Final discussion and approval of the draft opinion is scheduled for the ENVE commission meeting on 28-29 September in Malaga. The opinion is expected to be approved at the CoR plenary session of 29-30 November 2023.

This event aims to create the opportunity for an in-depth discussion on the future of the Green Deal and the Governance of the Energy Union and Climate Action regulation and to gather feedback and reflections from stakeholders. These elements will feed the Committee of the Regions’ opinion on the matter.​​
