Stakeholder's consultation on "Improving administrative capacity of local and regional authorities to strengthen investments and structural reforms in 2021-2027"  

The European Committee of the Regions (CoR) is currently preparing an own-initiative opinion on "Improving administrative capacity of local and regional authorities to strengthen investments and structural reforms in 2021-2027".

The CoR's ECON Commission has appointed as rapporteur for this opinion Ms Manuela BORA (PES/IT).

In the context of the ongoing negotiations on the future MFF and related spending Programmes, the CoR will make the point that there is a strong and urgent need to make access of LRAs to capacity-building measures easier than in 2014-2020.

With this opinion, the CoR will also stress the need to coordinate the different EU-funded measures on the administrative capacity of LRAs under the new MFF, focusing them on enabling the LRAs to fully participate in the European Semester, at a moment in which the Semester will also have an impact on cohesion policy programming at country level.

In preparation for this opinion, the rapporteur would like to invite all relevant stakeholders to take part in an exchange of views on 24 May 2019 at the CoR in Brussels.

Mr. Haris MARTINOS from the consultancy company METIS GmbH will make a short presentation of a study on "Administrative capacity of local and regional authorities: Opportunities and challenges for structural reforms and a more effective European economic governance" which the CoR has commissioned.

While this consultation is open to all interested parties, representatives of cities and regions, managing authorities as well as think tanks and associations working in this field and related areas are particularly welcome.

Participants will be encouraged to concisely explain their views on the topic and should be ready to take an active part in the exchange in small groups.

A light networking lunch will be served after the event (from 13:00 to 14:00).

English will be the working language and no interpretation will be provided.
